Earlier, with the organizational reforms of the Government of Nepal in 2049, 2052 and 2061, the Soil Management Directorate established under the Department of Agriculture, the Plant Protection Directorate and the Central Seed Testing  Laboratory under Seed Quality Control Center were merged and this Central Agricultural Laboratory was formed in 2075 B.S., as per the restructuring of the Federal Governance as specified in the Constitution of Nepal 2072.
With the long term vision of testing, quality control, regulation of production resources including soil, fertilizers, seeds and plants, which are the basis of agricultural development this laboratory was established. This laboratory is also expected to develop and expand of new technologies as well as advancing laboratory testing services, which are the only scientific basis for solving many problems in agricultural production, and in different ways within the country and to act as a reference laboratory by providing uniformity to the laboratory services being operated.
Soil and Fertilizer Testing Section, Plant Protection Section and Seed Testing Section have been established under the Central Agricultural Laboratory and policy work, sample testing, research and development activities have been done in the field of soil and fertilizer testing, plant protection and seed testing respectively.

Likewise, laboratory testing services have also been provided to regulate the use of pesticides by testing pesticide residue on various vegetables and fruits that are imported from abroad and produced within the country and reach the market through Rapid Bioassay of pesticide residue analysis (RBPR)units established at 7 different locations in the country under the Central Agricultural Laboratory.
