Since ancient times, letters have been used to exchange information from one place to another. At that time, there is a legend that pigeons, hawks, and horses were used to exchange news and information, especially in the Royal Palaces. Along with the establishment of the post office, it seems that the delivery of letters is done systematically through the post office. General Post Office was established by the then King Charles II of Britain in 1660 AD first time in the world. Nepal Hulak Ghar was established in 1935 BS during the time of Rana Prime Minister Ranodwip Singh for the purpose of exchanging news and information through letters. After getting the membership of Universal Postal Union in 1974 AD, the presence of Nepal's postal service on the world stage creates access to international postal service in Nepal. In order to make the postal service more organized, effective, and popular in Nepal, the Postal Service Act came into force in 2019 BS. Later, the Department of Postal Service has been managing the postal service properly. At the time of its establishment, the postal service of Nepal was only focused on carrying and distributing letters. Nowadays Nepal Post has assimilated the demand of the people and developed information technology to provide Parcal (Pulinda) Service, Philatelic and Postal Stamp Service, and EMS Service. Nepal Post is operating modern and fast express services such as Roaming Postal Services, tracking services, etc. Currently, the Ministry of Communication and Information Technology, the Department of Postal Services, and Central Offices under the Department of Postal Service (General Post Office and Postal Training Centre) are in existance for the operation and management of postal services in Nepal. Similarly, there are 6 Postal Directorates (Morang, Dhanusha, Kaski, Dang, Surkhet and Kailali), 70 District Post Offices, 676 Postal Offices in Local Levels, 105 Postal Counters, and 3074 Additional Post Offices (in process of revocation) currently operating in Nepal.

 

Main functions of the Department of Postal Service:

The major function of the Department of Postal Service is to provide prompt and reliable access to letters and postal services to the Nepali People based on the prevailing laws and international treaties. In addition to this, other functions of this department are as follows.

  • Manage to deliver Postal Items to the concerned on time,
  • Publish postage stamps on time,
  • Regular monitoring and supervision of underneath bodies.
  • Management of Employees as per the authority given by law,
  • Coordinating and collaborating with international postal organizations such as the Universal Postal Union (UPU), and Asia-Pacific Postal Union (APPU) and to provide cross-border service of Nepal Post.
  • Taking necessary initiatives to further modify and strengthen Nepal's postal service in accordance with international provisions related to postal services.

 

At present, postal services are being provided by around 4,000 offices with 17000 employees across the country. The postal Service is running regularly and effectively according to the Postal Act 2019 BS, Postal Regulations 2020 BS, and Additional Postal Regulations 2034 BS. Considering today's changing situation, Postal services are made more reliable, effective, competitive, and people-friendly. So the government of Nepal has taken the initiative to improve the postal service.
