The Special Economic Zone Authority (the then Special Economic Zone Development Committee) was established on 2060/10/15 under the Ministry of Industry (MoI)/(GoN) to prepare the SEZ law and relevant rules and regulations, to conduct the pre-feasibility and feasibility studies for the establishment of SEZs in different areas of the country, and to construct required infrastructure in SEZ areas throughout Nepal. The SEZA was formed under the SEZ Formation Order 2069.

Presently, SEZA has published its special law, rules and regulations, and project proposals books in the name of the Special Economic Zone Act, 2073, and the Special Economic Zone Regulation, 2074. It is also responsible for preliminary site identification, technical and environmental feasibility studies, financial viability of the sites identified, and the infrastructure development works in Bhairahawa, Simara, and Panchkhal.

Simara and Bhairahawa SEZ are in the stage of operation now.

Aim

Establish and operationalize SEZ: Achieve steady improvements in the establishment by:

Attract foreign and domestic industries in SEZ by creating a business-friendly and lucrative environment ensuring smooth establishment.
Operation and existence of such industries that will make significant contributions to the GDP of the country.
Facilitating a greater private sector role in SEZ development for operation and development.

Achieving Aim and Vision

  • Attracting FDI: as a one-stop agency that facilitates and supports local and foreign investors in both manufacturing and services sectors as they move up the value chain to achieve higher sustainable returns and seek out new opportunities.
  • Growing industry verticals: While Nepal may be a regional attraction in various areas, we have to focus on expanding and extending existing industry verticals. Exploring new growth areas will contribute towards creating good bonds and sustaining our competitiveness.
  • Enhancing the business environment: while interacting with investors and promoting investments, we have to provide feedback to other government agencies to ensure that infrastructure and public services remain efficient and cost-competitive. Government as the facilitator and/or regulator rather than the developer and operator.
