Similarly, it is necessary to strengthen mutual accountability and improve the effectiveness of government institutions by enhancing the capacities of both representatives and employees.

Given the nature and intensity of responsibilities at the provincial and local levels, it is imperative to ensure that employees are accountable to citizens, and that democratic work culture is developed to deliver effective services and equitable development outcomes to the people.
