Public Notice Regarding Preparation of Supplementary Environmental Impact Assessment Report

Banchare Danda Sanitary Landfill Site is located in Dhunibeshi Municipality Ward No. 1 of Dhading District and Kakani Rural Municipality Ward No. 2 of Nuwakot District. Approximately 1,242.5 tons of solid waste generated daily from 23 local levels of Kathmandu Valley is being managed at this site. Due to leachate, odor and environmental impacts, a Supplementary Environmental Impact Assessment (SEIA) study has been conducted as per the Environment Protection Act, 2076 BS and the Environment Protection Regulations, 2077 BS. Under the said SEIA, the proposing body has proposed to construct and operate the following additional structures:

(a) Waste Processing Center: It is proposed to construct a semi-automated waste processing center with a capacity to process 600 tons of mixed waste per day in an area of ​​6.46 hectares in the Aletar area, in which the collected mixed waste will be processed in various stages and separated into recyclables, organic fertilizers, and residual waste.

(b) Leachate Treatment and Management System: It is proposed to construct a leachate treatment system based on hybrid (primary treatment + secondary biological treatment tertiary treatment) technology capable of treating 100 kiloliters of leachate per day. The proposed system aims to reduce the BOD of the treated water to 25 mg/L, COD to 59.5 mg/L, and ammonia to 19.1 mg/L as per the Treated Wastewater Standard, 2080.

(c) Soil cutting area: Since 155.55 cubic meters of soil is required for daily soil capping of the landfill, a total of 11,92,290.75 cubic meters of soil is required for the project operation period (21 years), soil cutting areas (totaling 12 hectares) have been proposed at five locations in Kakani Rural Municipality Ward No. 2 and Dhunibeshi Municipality Ward No. 1.

(d) Access Road: To ensure safe, smooth and orderly movement of waste transport vehicles, it is proposed to construct a 0.942 km long access road starting from Kolpu Khola Bridge, reaching the landfill dam and then connecting to the existing road located to the north. (

E) Dam: It has been proposed to construct and operate a 45.5 meter high dam (Waste Retaining Structure/Reinforced Soil Embankment) to increase the waste storage capacity of the landfill and ensure structural stability.

In the course of preparing the environmental study report of the above-mentioned proposal, it is necessary to obtain the opinions and suggestions of Kakani Rural Municipality, Ward No. 1,2,3 of Nuwakot District, Dhunibeshi Municipality, Ward No. 1,2,3 and Tarakeswar Municipality, Ward No. 3 of Dhanushkot District, Kakani Rural Municipality, Dhunibeshi Municipal Executive, local communities, schools, health institutions, concerned individuals or organizations, in order to determine the positive and negative impacts on the natural physical environment, biological environment, social environment, cultural environment and economic environment of the area. Therefore, it is requested to provide written opinions and suggestions within seven days from the date of publication of this public notice to the following address.
