Public Notice Regarding Lower Rupse Khola Hydropower Project 1.86 MW

Gulmi Hydro Pvt. Ltd. has submitted an application under Section 4 of the Electricity Act, 2049 BS and Rule 12 of the Electricity Regulations, 2050 BS to construct a 1.86 MW capacity run-of-river type Lower Rupse Khola Hydropower Project using the water of Rupse Khola located in Ward No. 3, Annapurna Rural Municipality, Gandaki Province. Accordingly, after conducting the necessary investigation under Rule 15 of the Electricity Regulations, 2050 BS, this notice has been published for the information of all concerned, detailing the details of the project as per the Initial Environmental Examination Report of this project and the latest updated Feasibility Study Report of the project, August 2022, which was approved by the Government of Nepal, Ministry of Energy, Water Resources and Irrigation for the purpose of Rule 16.
Project details:
1. Gulmi Hydro Pvt. Ltd. is an electricity generating company established in 2074 BS. This company is an organization formed under the sub-section of Section 5 of the prevailing Companies Act, 2063 BS.
2. The geographical boundaries of the project site have been established as follows.

3. This project will be a run of river type project and will have an installed capacity of 1.86 MW. Its design discharge will be 1.86 cubic meters per second and gross head will be 126.14 m. The project will generate an average of 11.82 gigawatt hours (GWh) of electricity annually.
4. The main physical structures of this project will be located on the right bank of Rupse Khola in Annapurna Rural Municipality. To divert the water required for the project, a dam of 16 m. Length and 2.4 m. (from the River Bed) height will be constructed in Rupse Khola. The crest elevation of the dam will be 1592 masl. The water diverted for the project will be taken to the Gravel Trap from a bottom intake of 2 m. Width and 1.0 m. Height at the right corner of the dam. The length of the Gravel Trap will be 3.5 m. and width 3.1 m. The water coming out of the Gravel Trap will be conveyed to a Desanding Basin with a chamber of 30.0 m. Length, 4.25 m. Width, 4.25 m. to 5 m. Height. The water coming out of the Desanding Basin will be conveyed through a 1054 m. Length steel pipe of 28 m. Length, 17 m. Width and 13.5 m.
It will be delivered to a high-altitude surface powerhouse.
1.86 MW electricity will be generated through 2 Horizontal Francis Turbine (0.96 MW) and 2 3-phase Generators installed in the power house and the water released from the power house will be released into the Kaligandaki River through a 19.5 m. long Tailrace Canal. Tailwater level will be at least 1465 m. above sea level. An outdoor switchyard will be constructed near the power house. The electricity generated through this project will be transmitted to the national transmission line at Dana Substation, Myagdi through a 1.5 km. long 33 kV single circuit transmission line.
5. Gulmi Hydro Pvt. Ltd. has proposed to continuously release the minimum water required for the fauna, aquatic life and plants found below the dam site of the project and above the power house to the lower coastal area as mentioned in the Initial Environmental Examination Report approved by the concerned body of the Government of Nepal.
6. The target is to complete this project by Shravan 2085 BS (July, 2028).
7. During the construction and operation of the project, an approved Initial Environmental Examination report of the project will be conducted to ensure that the adverse impacts on the environment due to soil erosion, air pollution, etc. are not caused as per Section 24 of the Electricity Act, 2049 BS.
