In accordance with the provisions of Section 11 (d) (6) of the Local Government Operation Act, 2074 (as amended), the Internal Revenue Collection (Contract Arrangement) Procedure of this Municipality, 2075, the Approved Preliminary Environmental Examination (IEE) Report, Section 9/1 of the Provincial Finance Act, 2081 of the Bagmati Province Government and Schedule-5 related thereto, the provisions made in the period of operation to make arrangements regarding the collection and utilization of riverine products of the Bagmati Province Government and the decision of the Municipal Revenue Advisory Committee held on 29.02.2082 and the Municipal Assembly held on 2082203308, this notice has been published for the purpose of getting the work related to the collection of internal revenue for the financial year 2082/083 done through the following contract. Interested firms who have completed the legal process within the specified time limit as on the date of publication of the notice may submit their bids through electronic medium E-Bidding only on the PPMO website http://www.bolpatra. Contract terms:-

1. When bidding for the above-mentioned contract, the bid amount must be stated in both figures and words. In case of any discrepancy between the figures and words, the amount stated in words shall prevail. In addition, the bid of the bidder whose bid amount is higher in the said income contracts shall be accepted.

2. The contract period will remain in force until the financial year 2082/083 as per the prevailing law. During the contract period, no riverine materials will be excavated or collected from the river during the months of Ashadha, Shravan and Bhadra.

3. The firm taking the revenue contract will have to pay the VAT (13 percent) on the revenue portion of the above-mentioned income contract to this office.

4. 5 (five) percent of the amount of the bid as deposit, deposited in cash in Global IME Bank Ltd. Bahrabise, this office, deposit account no. 0780401000004, original voucher or a guarantee from a 'A' class commercial bank valid for 120 days from the last date of submission of bids. Original copy of bid bond. Must be submitted along with the bid.

5. In accordance with the prevailing law, if the amount of the bid is paid in advance in lump sum, a discount of up to 5 (five) percent will be given. However, no discount will be given for the purpose of VAT as per the rules. The amount for the fee as per the rules should be deposited in the Inland Revenue Account No. 07804010000008 of this office, Global IME Bank Ltd. Vahanvase Branch.

No conditions will be accepted when submitting a bid. Also, no action will be taken against bids that are not received in due time.

7 Bidders submitting the above contracts via e-submission must upload their bids in PDF format by 12:00 PM on the last date of submission of bids on 2082/051. The uploaded bids will be opened at 100 PM on the same day at the office of the Bahrabise Municipal Executive. The bid form can be submitted through E-Bidding from the PPMO website http://www.bolpatra.gov.np/egp.

If the day of submission and opening of bid forms falls on a public holiday, the office will open on the next working day at the same time. However, the validity period of the bid bond will remain from the original date.

Bids that do not meet the requirements of the bidding notice and other conditions attached to the bid will not be included in the evaluation.

10. If the lump sum amount is not paid as per point 5, the contract agreement will be signed and the work order will be issued only after submitting a performance bond from a commercial bank of 'A' category recognized by Nepal Rastra Bank in the prescribed format prescribed by the Municipality Office for the remaining amount, excluding the amount to be paid in the first installment of the total contract amount, up to 1 month after the contract period.

11. The payment schedule for the established contract amount will be as follows.

12. The contractor who is awarded the contract shall print the receipts to be used when collecting the prescribed fee and have these receipts certified by this office before using them. If any fee is found to have been collected from the Parliament without being certified, action will be taken as per the rules.

13. Bids from firms that have outstanding arrears to be paid to the municipality or are blacklisted will not be accepted.

14. The amount paid by you in the bid for the security must be clearly mentioned in the order letter. In case of any discrepancy between the body and the letter, the letter will be accepted.

15. Bids submitted to this office shall be opened in the presence of the bidder or his representative. However, even if the bidder or his representative is not present at that time, the bids may be opened in the presence of a representative of the office.

16. While submitting the bid, the business license of the submitting firm or company should be submitted with the following: Registration Certificate, Permanent Account No., Copy of VAT Certificate and Copy of Tax Payment Certificate No. 2080081 attached.

17. Bid forms can be downloaded and submitted through E-Bidding from the PPMO website http://www.bolpatra.gov.np/egp after paying the prescribed revenue amount.
