1. A minimum of 62,640 packets will be purchased. A packet should contain a minimum of 8 pads as mentioned in the Sanitary Pads (Distribution and Management) Procedure 2076.

2. This procurement process must be submitted at a per unit rate.

3. The amount of Rs. 63,000/- as a deposit must be deposited in the specified account or a bank guarantee of the said amount must be submitted.

4. The bid must be submitted with a quality test report recognized by the Government of Nepal. If the quality test report submitted is in accordance with the approved standards, the contract will be awarded. If the quality of the test is not effective, the bidder will be responsible for it.

5. The bidder shall submit a sample of 10 packets of sanitary pads to the Municipality Education, Youth and Sports Branch within 3 days from the date of bid opening. Failure to submit will not be included in the evaluation process. Out of the submitted samples, 5 samples will be sent to the laboratory for testing, while the remaining 5 samples will be sealed in the presence of the bidder's representative and kept for checking the consistency with the sample test results and for checking whether there is a match with the sanitary pads to be submitted by the bidder after the agreement. If the bidder's representative is not present at that time, the office will not be hindered from performing the work mentioned above.

6. The Municipality will test the sanitary pads submitted by the bidders included in the evaluation process within the specified time at a quality testing laboratory recognized by the Government of Nepal. The bidder found otherwise in the test report will not be included in the evaluation process.

7. Notwithstanding anything mentioned in the procurement and the attached documents related to the procurement mentioned in this procurement process, the size mentioned in Schedule 1, 3 related to Sub-section 4 of Section 3 of the Sanitary Pad Distribution and Management Procedure, 2076 BS shall be Absorbent Core Length 240 + 20mm.

8. The sanitary pads provided by the bidder must be used in the vending machines in Belbari Municipality.

9. The matters mentioned above and in the bid document and other matters shall be as per the Sanitary Pad Distribution and Management Procedure, 2076, Public Procurement Act 2063, Public Procurement Regulations 2064 and the interpretation made by the concerned bodies in this regard and the interpretation made by the Municipality based on the principle of public interest.
