Notice inviting sealed bids for collection of internal revenue

As per the rates specified in Chapter 3, Section 11, Sub-section 2 (d) 6, Section 62 A of the Local Government Operation Act 2074, and the Finance Act 2082 of Bethanchowk Rural Municipality, the following internal revenue related contracts have to be arranged through E-Bidding from this village executive for the financial year 2082/083 (from 1st Asoj 2082 to mid-Ashadh 2083), the rural municipality has published a notice inviting sealed bids through Electronic Bid Submission within the following subject areas, not less than the minimum number specified, from individuals/firms or companies interested in obtaining the contract for the sale of gravel, stone, gravel and soil from mining areas approved by the municipality at the prescribed rates and approved as per the approved Initial Environmental Examination Report (IEE). No action will be taken on sealed bids received after the due date or after the deadline.

Contract terms and conditions:

1. The bid form for the above mentioned subject must be submitted through Electronic Bid Submission.

2. For the purchase of the bid form, a copy of the updated firm registration and updated firm renewal certificate, a copy of the VAT registration certificate, a copy of the tax payment certificate for the fiscal year 2080/081, a voucher for depositing the amount in the Internal Revenue Account No. 12204010000005, Revenue Head No. 14229 of Global IME Bank Bethanchowk Branch in the name of Bethanchowk Rural Municipality, can be purchased from the AAE website www.bolpatra.gov.np/egp and submitted through E-bidding by 12:00 PM on 2082/05/17.

3. The duly filled bid forms purchased should be purchased from the PPMO website www.bolpatra.gov.np/egp by 12:00 PM on 2082.0517 and registered through E-bidding by 12:00 PM on 17/05/2082. The bids received for registration will be opened in the presence of the bidders or their authorized representatives and office representatives present in this office after 1:00 PM on 17/05/2082. There will be no impediment to opening the bids even if the bidders or their representatives are not present.

4. While submitting the bid, the bidder must mandatorily include a deposit amount of 5 percent of the amount bid including VAT in the original bank voucher deposited in this office's Global I.M.E Bank, Dhunkharka Branch, Kavrepalanchok, Deposit Account No. 12201010000020 or an original bank bid bond issued in favor of this office by a commercial bank recognized by the Government of Nepal with a validity of at least 180 (one hundred and eighty) days from the last date of bid registration.

5. When filling out the bid, the amount you have bid must be clearly written in figures and words. If the amount written in figures and words differs, the amount written in words will be accepted.

6. Within 7 (seven) days from the date of receipt of information regarding bid acceptance, 25 percent of the bid amount (including VAT) will have to be deposited in the bank and the remaining amount will have to be paid along with a performance bond.

7. The contractor shall be entitled to collect taxes and service charges only as per the rates attached with the bid form in the subject area specified in the agreement. The rates of taxes and service charges shall be provided with the bid form. In addition, a notice board containing the rates of fees and charges shall be placed at the collection center.

8. In the case of sale of construction materials used for development projects operated by the Government of Nepal/donor agencies as mentioned in this notice, Bethanchowk Rural Municipality will recover the sale price from the concerned project based on the quantity used by the concerned project (within the scope of the approved IEE).

9. The contract installment of the approved contract, including VAT, will have to be paid as follows.

10. If the installment amount is not received within the specified period, the amount as per the agreement will be recovered from the bank performance guarantee issued in the name of the office at the time of signing the agreement. The contracting party will not have any right to complain in this regard.

11. If any dispute arises between the contractor and the office regarding the contract, the Bethanchowk Rural Municipality will decide to resolve it.

12. The contractor shall be solely responsible for collecting service charges and taxes. The office shall not bear any responsibility in this regard. In addition, the contractor shall pay all taxes payable in accordance with the prevailing laws.

The amount for Value Added Tax will have to be paid to this office along with the installment amount.

13. If the monitoring committee finds that the law and standards are not met during monitoring, action will be taken in accordance with the prevailing law.

14. The contractor must be able to remove the stones, ballast, sand, gravel, and soil collected from the area within the same fiscal year for which the contract agreement was signed.

15. When transporting stones, ballast, sand, and gravel, they must be covered and transported only.

17. The provisions of the Standards for Stone, Ballast and Sand Excavation and Sale Management, 2077 and the Standards for Stone, Ballast, Sand Excavation, Sale and Management (First Amendment), 2079 issued by the Government of Nepal shall be fully complied with. anda ocal ne

16. This office reserves the right to accept or reject any bid received.

18. Other matters not mentioned herein shall be governed by the prevailing law.
