Invitation to bid for the purchase of materials

(Second published notice: Date 2082/04/02)

Bheri Environmental Speciality Group (BIGROUP) is a non-governmental organization registered in Banke district and active for the protection and promotion of human rights, environmental protection and community development. This organization is operating various projects in various districts of Lumbini, Karnali and Sudurpaschim Provinces. This organization is operating the Preparedness, Resilience and Empowerment (PRAYAS) project in Thakurbaba Municipality and Geruwa Rural Municipality of Bardiya district in partnership with Plan International Nepal. Under the mentioned project, it is going to purchase necessary materials for capacity building for disaster preparedness and response, search and rescue, sanitation and hygiene material kit sets and installation of drinking water filters in schools and bids are invited from interested suppliers, authorized vendors and manufacturers to supply the said materials within 7 (seven) days from the date of publication of this notice, subject to the detailed terms and conditions.

Conditions:

1. The bid can be obtained free of cost from the field office of the organization, Gulariya Municipality, Ward No. 5, Gulariya, Bardiya (near Krishi Bikas Bank). Also, the bid form included in the bid is attached to the information. The forms related to the bid can be downloaded and all the details can be filled in.

2. The supplier must be licensed to supply the specified materials as per the prevailing law. While submitting the bid, a copy of the firm registration certificate with renewal, a copy of the value added tax or permanent account number certificate, a copy of the tax payment certificate of the year 2080/2081 and a copy of the citizenship certificate of the firm director must be enclosed and submitted in a sealed envelope. While submitting the bid, the validity period of the quoted bid must also be mentioned in the bid.

3. After the supplier is selected, when submitting the bid, a security deposit of 2.5 percent of the total amount tendered excluding tax, valid for 45 days from the date of selection, must be attached along with a copy of a bank guarantee letter.

4. Any corrections made by using Kermet or Tipex while submitting the bid will not be accepted. The total amount should be written in both figures and words. In case of any discrepancy between figures and words, the amount written in words will be accepted.

5. The bids must be registered within 7 days from the date of the second published notice, i.e. by 4 pm on 2082.04.08 i.e. (24 July 2025). However, if the last day for submission of bids falls on a public holiday, the bids can be submitted up to 4 pm on the next day when the office is open.

6. The sealed bids submitted by the suppliers whose bid notice is published for the second time will be informed to the bidders at least two days in advance about the date on which the bids will be opened by this office. The bids submitted in the presence of the bidder or his authorized representative will be opened. However, the absence of the bidder or his representative shall not prevent the bids from being opened.

7. If the sealed bids are found to be not in accordance with the procedure, the organization will not accept the bid. While selecting the supplier, the bid submitted by him, the quality of the materials, the readiness to provide them within the specified time, etc. will be taken into consideration.

8. The bidder must also submit a self-declaration letter stating that they have not used children in child labor and that they have no conflict of interest with the office bearers, members, and employees of the organization's executive committee.

9. The supplier will have to transport the materials to the organization's field office in Gularia. The organization will not provide additional funds for transportation. Therefore, the bidder must submit the transportation along with the bid while submitting the bid.

10. The supplier must commit to complying with the provisions of this organization's Child Protection Policy and Safeguarding Policy.

11. The organization shall have the sole right to conduct or suspend the bidding process.

Note: Bids must be submitted to the Environmental Speciality Group (B-Group) Field Office, Gulariya Municipality, Ward No. 5, Gulariya, Bardiya (near Agricultural Development Bank) during office hours.
