Notice regarding invitation to bid for the work of excavating riverine materials, distributing them in bulk and exporting them internally

This notice has been published as per Section 62A of the Local Government Operation Act 2074, Riverine Material Management Procedure 2077, the prevailing N rules related to this and the decision of the Municipal Executive, the Bheriganga Municipality is required to excavate riverine material from the approved locations of the specified rivers and streams as per the prescribed standards and arrange a contract to sell it at the rate prescribed by the Bheriganga Municipality.

1. In the case of a firm, a renewed registration certificate, a value-added tax registration certificate, a certified copy of the tax payment certificate for the financial year 2081/082 and in the case of an individual, a certified copy of the Nepali citizenship certificate, a cash voucher for depositing the bid form fee in the accumulated fund account number 0721001146037221 (0721001146037221) of this office at Krishi Bikas Bank, Chhinchu Branch, Surkhet. The bid form can be submitted by 12 noon on 2082/05/18. Bidders who wish to submit bids can submit and receive bids only from the Public Procurement Monitoring Office.

2. While filling the bid form, the bid amount should be clearly mentioned in words and figures. If there is a difference in figures and letters, the letters will be accepted. The deposit amount to be paid at the rate of 5 percent of the amount agreed upon by the bidder should be deposited in this office's deposit account number (0721001146037167) (0721001146037167) and its original bank voucher or a bid bond issued in the name of this office by a commercial bank licensed by Nepal Rastra Bank in accordance with the Local Government Operation Act 2074, stating the contract number and name, and a validity period of 120 days, should be submitted along with the bid bond.

3. The bidder shall fill in all the details mentioned in the purchased bid forms, stamp each page correctly, clearly state the name of the firm, address, work details, contract details, proprietor's name, phone number, and affix the firm's seal, and date 2082/05/18.

Registration can be done electronically (electronically only) by 12:00 PM. 4. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization.

5. The duly received bids will be opened at this office on the last day of submission of bids on 2082/05/18 at 1:00 PM in the presence of representatives of various offices, construction entrepreneurs or their representatives. Also, if the contractor or his representative is not present at the time of bid opening, there will be no impediment to the opening of bids. If the said day falls on a holiday, the said works will be opened at 11:00 AM on the day the office is open after the holiday.

6. Riverine products should be extracted, sold and distributed only from the designated location, with the river itself designated as the ghat.

7. Detailed information regarding the contract is mentioned in the bid form and can be obtained from the same booklet or by contacting this office.

8. This office shall not be bound to accept bids submitted after the deadline, in an irregular manner and/or with conditions. This office reserves all rights to accept or reject bids or to cancel the procurement process.

9. If the lease is not collected within the specified time, the deposit will be confiscated and the contract will be terminated as per the rules.

10. With regard to the excavation area and excavation volume of rivers and streams of this municipality, no work shall be carried out in a manner that is contrary to the provisions of Section 11 D (1), D (2), and D (6) of the Local Government Operation Act 2074, the prevailing N rules in this regard, the Preliminary Environmental Assessment Report (PEAR) on the use of riverine construction materials, and the instructions issued by the Government of Nepal, or the aforementioned provisions.
