The Government of Nepal [GoN] has allocated funds towards the cost of Construction of Administrative Building of Bhumlu Rural Municipality and intends to apply part of the funds to cover eligible payments under the Contract for Construction of Administrative Building of Bhumlu Rural Municipality, Contract Identification No:BRM/NCB/WB/08/081/82 Bidding is open to all eligible as per Section V of bidding document.

1. Bhumlu Rural Municipality invites electronic bids from eligible bidders for the construction of Administrative Building of Bhumlu Rural Municipality under National Competitive Bidding - Single Stage Two Envelope Bidding procedures.

Only eligible bidders with the following key qualifications should participate in this bidding:

Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: Rs.9,00,00,000

Minimum Work experience of similar size and nature: At least two Buiding Projects in Last ten years each with value of at least 10,00,00,000 excluding VAT and Contingencies

Concreting Works M20 of volume 1200 Cum per year in single building project

Reinforcement work 130 Mt per year in single building project

Brick work of Volume 490 Cum per year in single building project

Stone masonry work of Volume 680 Cum per year in single building project

2. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document.

3. Eligible Bidders may obtain further information and inspect the Bidding Document from PPMO e-GP system www.bolpatra. gov.np/egp

4. Bidder must submit their bid electronically and can download the bidding documents for e-submission from PPMO's e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document in the Project's Rajaswa (revenue) account as specified below.

5. Pre-bid meeting shall be held at Bhumlu Rural Municipality, Salle, Kavrepalanchok at 01/08/2025 at 13:00 Hours

6. Electronic bids must be submitted through PPMO's e-GP system www.bolpatra.gov.np/egp on or before 12:00 Hrs of 14/08/2025. Bids received after this deadline will be rejected.

7. The bid will be opened in the presence of Bidders' representatives who choose to attend at 13:00 Hours at 14/08/2025 at the office of Bhumlu Rural Municipality, Salle Kavrepalanchok. Bids must be valid for a period of 120 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of Nrs. 37,00,000 which shall be valid for 30 days beyond the validity period of the bid.

8. If the last date of purchasing and/or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
