Notice regarding invitation to bid for Internal Revenue

In accordance with the provisions of Sub-section (6) of Section 11 Sub-section (2) of Clause 'D', Sections 62, 2 (a) and 65, 2 (c) of the Local Government Operation Act, 2074, the criteria for sale and management of stone, gravel and sand excavation, 2077, and the Preliminary Environmental Examination (IEE) report, this notice has been published to award revenue collection work under the following titles for the fiscal year 2082/083. Eligible firms that have completed the legal process within the specified deadline as of the date of publication of the notice are invited to purchase the bids and submit them to this office through E-bid within the following date and time.

Contract terms:
While filling the bid for the above mentioned contract, the total bid amount should be stated in both figures and words. If it is not clearly stated in figures and words, the bid will be automatically rejected. The bid of the bidder whose number is higher in the mentioned income contract will be accepted. In case of difference in words and figures, the words will be recognized.
2. After the contract agreement is signed, the party taking the contract can claim any kind of compensation for any kind of damage, citing any kind of lockout, strike, flood, landslide, etc.

No. No material may be extracted beyond the quantities specified in the IEE and the report, and during the prohibited period and from the designated river area.
The firm that wins the contract will have to pay additional Value Added Tax (13 percent) to this office on the bid amount of the above-mentioned contract.
4. The amount of 5 percent of the bid amount (including VAT) as deposit shall be deposited in cash in the original voucher of this office, Nabil Bank Ltd., Bhumlu Branch, Salle, in the form of a cash deposit
5. The amount for the fee charged as per the rules while purchasing the bid should be deposited in this office's Nabil Bank Nepal Ltd. Bhumlu Branch, Salle, C-1.1 Internal Revenue Account No. 21501017500045.
6. This office reserves the right to accept or reject any bid with or without assigning any reason.
7. No conditions will be accepted when submitting a bid. Also, no action will be taken against bids that are not received in due time.

If there is any dispute regarding the contract, the decision of the Bhumlu Village Executive will be final.
9. The bid form can be downloaded and submitted through the website bolpatra.gov.np after paying the prescribed revenue amount.
10. The bids for the above contract shall be submitted electronically by 12:00 PM on 2082.06.24 as per the prevailing rules from the date of publication of the notice. The said notice has also been placed on the website of Bhumlu Rural Municipality www.bhumlumun.gov.np and the bid form of the contract can be submitted through E-bid from the website of PPMO www.bolpatra.gov.np. The received bids will be opened on the same day at 1:00 PM at the office of Bhumlu Village Executive.
11. While submitting the bid, the business renewal certificate of the submitting firm or company, permanent account number, copy of the VAT certificate, voucher for payment of the bid fee, voucher for deposit of bank guarantee or deposit amount and copy of the tax clearance certificate or extension certificate of the fiscal year 2080.081 must be attached. If the bidder is an individual, a copy of the citizenship certificate must also be submitted.
12. The bidder will have to fill in the acceptance amount in EGP and fill in the form certified by the office, sign it, scan it and upload it. Also, if the EGP and the scanned file differ, the uploaded scanned file will be accepted.
13. If the last day for submission of bid forms falls on a public holiday, the submission and opening of bids will be done on the following day.
14. In addition to the conditions mentioned in this notice, every point of the other conditions related to the income contract attached with the bid shall be applicable as per the conditions of this notice. 15. No exemption will be given after the bid is accepted. If the contract is not signed on the specified date, the security deposit will be confiscated and action will be taken as per the rules.
16. Only bids certified by the head of the office or an authorized officer will be accepted.
17. Bids submitted to this office will be opened in the presence of the bidder or his representative. However, even if the bidder or his representative is not present at that time,
There will be no obstacle to opening in the presence of a representative of the office.
18. Other matters shall be as per the notice posted on the notice board of this office and the prevailing laws and regulations.
19. Bids that do not meet the requirements of this notice and other conditions attached to the bid will not be considered for evaluation.
Other terms and conditions related to income contracts
1. When the contract is signed, the first 35 percent (including VAT) of the first installment of the bid amount will have to be paid in installments. The remaining 65 percent (including VAT) of the amount will be paid as a performance bond from a 'A' class commercial bank recognized by Nepal Rastra Bank, valid until mid-Asoj 2082 BS. The contract will be signed and the lease will be granted only after the performance bond is submitted.
2. From the date of contract agreement until mid-Jestha 2083 BS, the quantity specified in the IEE will be excavated. Also, sales and distribution will continue until mid-Ashar.

The contractor who is awarded the contract shall print the receipts for collection and sales to be used when collecting the tax prescribed by Bhumlu Rural Municipality and have these receipts certified by this office before using them. If tax is found to have been collected from uncertified receipts, action will be taken as per the rules.
The road will have to be repaired and operated by the user himself, and a signboard with the rate must be placed at the relevant center for everyone to see.

9. No demand for discount or waiver of contract amount due to any circumstances will be accepted by the office.

If any act is done contrary to the terms of the prevailing Act, Rules, Law, Agreement and Notice, the Office may terminate the contract at any time and if any loss or damage is caused to the Office as a result, the party taking the contract will be required to recover the same amount as the government dues.
11. While excavating and collecting stones, gravel, and sand within Bhumlu Rural Municipality, only the specified quantity will be excavated in the area mapped by the approved IEE report.
12. The contractor shall fully comply with the suggestions and instructions given by the Provincial Monitoring Committee, District Monitoring and Coordination Committee, Local Monitoring Committee and Rural Municipality regarding the collection, excavation and sale of stones, gravel, sand, gravel, etc.
13. In the case of the conditions mentioned above, the same shall apply and in the case of other matters not mentioned, the prevailing laws shall apply. 14. The provisions of the Stone, Gravel, Sand Excavation Sale and Management Standards, 2077 and the IEE Report shall be fully complied with.
