Notice regarding invitation to bid for riverine products

The first time a bid was invited on 2082/04/02 with a deadline of 30 days to conclude the contract for the extraction of riverine materials and their sale at the rate specified by this Duduwa Rural Municipality, and no individual firm or organization submitted a bid. The second time a bid was invited on 2082/05/4 with a deadline of 15 days and no individual firm or organization submitted a bid. The third time a bid was invited on 2082/05/4 with a deadline of 15 days. In accordance with Section 62 'A' of the Local Government Operation Act, 2074 BS and the decision of the 18th Village Assembly of this Duduwa Rural Municipality, the contract for the extraction of riverine materials from the approved ghats of the rivers mentioned in the schedule and the sale at the rate specified by this Duduwa Rural Municipality is to be concluded at the rate specified by this Duduwa Rural Municipality. Interested individuals, firms or companies are requested to participate in the bidding process subject to the conditions as specified in the schedule by attaching the certified copies of the renewal certificate of the firm and the Nepali citizenship certificate. This notice has been published for everyone's information.

Conditions:
1. Bidding Form Bidding documents can be downloaded from the Public Procurement Monitoring Office website www.bolpatra.gov.np during office hours up to the 15th day from the date of publication of this notice. Since all bidding activities will be carried out through E-Bidding, no documents will be provided by the office.
2. Bid Form: Within 12:00 PM of the 15th day from the date of publication of this notice, in the case of a firm, a renewed registration certificate, a value-added tax registration certificate, a certified copy of the tax payment certificate for the year 2081/082 (a certified copy of the Nepali citizenship certificate in the case of an individual), a cash voucher for depositing cash in the Internal Revenue Account No. 0202050028935002 G-1.1 of this office located at NIC Asia Bank Branch Office, Nepalganj, should be uploaded along with the application.
3. While filling the bid form, the bid amount must be clearly mentioned in words and figures.
4. In case of difference in the number and the letter, the letter will be accepted. The deposit amount to be paid at the rate of 5 (five) percent of the number you have bid for should be deposited in the deposit account number 2041498385524001 of this office in N.I.C. Asia Bank Nepalganj and the original bank voucher or a bid bond issued in the name of this office from a licensed 'A' class bank mentioning the bid number and name with a validity of 120 days should be submitted.
5. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization. A pre-bid meeting will be held at 2:00 PM on the last day for submission of duly submitted bid documents at the Duduwa Rural Municipality Office on the 10th day from the date of publication of this notice. Interested bidders can attend the meeting and get detailed information in this regard. If the said day falls on a holiday, the meeting will be held on the next day at the same time.
6. Detailed information regarding the bid is mentioned in the bid form and can be obtained from the same booklet or by contacting this office. This office will not be bound to accept bids submitted after the deadline, without the required formalities or with conditions. This office reserves all rights to accept or reject bids.
7. If the bid is accepted, within 15 days from the date of receipt of the notice or the date of posting the notice at the door, the lease shall be taken up by submitting the VAT registration certificate along with the proof of depositing the amount of VAT tax equivalent to 13% of the bid amount (in the case of individuals, along with the proof of depositing VAT tax and other tax fees equivalent to 13% of the bid amount), depositing the amount of 50 (fifty) percent as the first installment, and submitting the remaining 50 (fifty) percent of the amount, along with a bank guarantee (performance bond) issued in the name of this office by a commercial bank of 'A' class licensed by Nepal Rastra Bank with a validity period of up to mid-Bhadra 2083 BS, and taking possession of the lease. In addition, the person or firm bidding for the bid must deposit the remaining fifty percent of the amount in the bank account specified by the office by the end of Chaitra 2082. If the amount is not deposited within the specified time limit, the rural municipality will confiscate the bank guarantee submitted by the bidder and recover it, and the process will be taken forward for action as per the rules. As per the rules, the bidder will have to pay the income tax and other taxes payable to the Government of Nepal separately.
8. If the lease is not collected within the specified time, the deposit amount will be confiscated and the bid will be settled as per the rules. The excavation area and excavation quantity of the rivers and streams of this rural municipality will be in accordance with the Local Government Operation Act, 2074, laws issued by the concerned local level, federal and provincial laws and other prevailing laws or standards. In addition, the environmental study report prepared by this office will be considered an integral part of this bid agreement.
