Baseline Survey for GRAPE II

The Green Resilient Agricultural-Centred Private Sector Economic Development (GRAPE II) project is a joint Nepali German initiative, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). It is implemented under the guidance of the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLCPA) of the Government of Nepal by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The overall objective of the Project is to strengthen gender-equitable and climate-resilient economic development in Nepal.
The project has five outputs
Output 1 on business development services: Women and youth-led enterprises have access to inclusive and high-quality business development services.
Output 2 on value chain development and market access: Climate-resilient value chains, market linkages and market access are developed through partnerships that empower women and youth economically.
Output 3 on economic governance: Municipal and provincial governments are strengthened to promote climate-resilient and inclusive economic development.
Output 4 on changing mindsets: Key stakeholders in the Nepali entrepreneurial ecosystem respect and value women's contribution to economic development.
Output 5 on scaling: good practices, products and services that support gender-transformative and climate-resilient market development are upscaled.
Having started in February 2025, the project now needs to conduct a baseline assessment to establish a baseline against which it can measure impacts and outcomes that the project aims to achieve in future. For this, the project has defined a Logical Framework and Performance Indicator Reference Sheets (PIRS), which will be used to assess and track broader changes in socio-economic development, climate resilience and gender transformation. By establishing a clear benchmark at the start of the project, the baseline study will facilitate continuous monitoring, evaluation, and learning to adapt project strategies as needed to achieve long-term goals.
Eligible criteria: The company/firm should
Be registered with the Government of Nepal and have a PAN/VAT certificate as well as a latest tax clearance certificate.
The average annual turnover for the past three fiscal years must be a minimum of NPR 6 million.
The average number of employees over the past three years must be at least 10.
A complete set of the tender documents can be obtained upon submission of a formal application, sent to the following email address NP_Inquiry@giz.de or get free of charge directly from GIZ Office Kathmandu, before 11th August 2025, 4:00pm. The application should include: A copy of VAT/PAN certificate with the latest tax clearance, annual turnover evidence and organizational HR profile as mentioned under the eligibility criteria.
The bid must be submitted in a sealed envelope labeled "Tender No. 83493989, Baseline Survey for GRAPE II", to the following address no later than 14th August 2025, 5:00PM.
