Energy for Drinking Water, Sanitation and Hygiene (E4WASH) Scale-Up Project, with financial and technical support from Chhedagarh and Bheri Municipalities and facilitation from Hill Region Development Campaign (HRDC), is going to construct lift drinking water and sanitation projects in Ward No. 1, Khara in Khara, Ward No. 4, Mulpani in Bohara/Moolpani under Bheri Municipality, and Mai Bhagwati Solar-MUS in Bishnechaur/Ratapokhara/Laje of A.A. Municipality. This notice is hereby published to invite duly filled sealed bid forms from authorized, qualified and interested service providers/firms/suppliers/companies to the above mentioned project office of Hill Region Development Campaign (HRDC) within 15 days from today for the supply and transportation of external construction materials (hardware, construction materials, GI pipes, HDPE pipes, fittings), tools and safety equipment required for the said projects through bidding process. The firm/suppliers/suppliers/companies that provide quality materials at affordable prices and on time will be selected from among the sealed bids received for the project. The details of the bid are mentioned below:

Interested and eligible bidders may obtain the bidding documents from the Hill Region Development Campaign (HRDC) project office or by email.

Bidding documents will be available at the office from 23 Bhadra 2082 to 6 Asoj 2082 (the next day if it is a public holiday) up to 12:00 AM. Interested and eligible bidders must furnish a Bank Guarantee of at least 3 percent of the total amount pledged while submitting their bids.

Certificates or documents certifying the quality of hardware, construction materials, GI pipes, HDPE pipes, fittings, tools and safety equipment provided by the service provider firm/supplier/supplier/company, self-declaration letter that the documents are not blacklisted

Bid forms duly filled in, duly stamped on each page and submitted in a sealed envelope by 4:00 PM on 2082 Asoj 6 (the next day if it is a public holiday) to the Project Office of Hill Region Development Campaign (HRDC), Bheri Municipality, Ward No. 4, Gairikhali, Khalanga, Jajarkot (full address mentioned below) within the specified time limit. Bid documents received on or after the last date and time will not be considered for evaluation.

Bidders shall also provide samples of all construction hardware, construction materials, GI pipes, HDPE pipes, fittings, tools and safety equipment to be provided for Solar-MUS Lift Water Supply and Sanitation Projects, as far as possible, while submitting the bidding documents.

The bidders shall clearly state the unit rate (including VAT) proposed by them in the bid submitted by the Project Office of the Hill Region Development Mission (HRDC) and shall also state the total amount as per the proposed rate in both figures and words. If for any reason the total amount mentioned is not understood, the amount written in words shall be accepted. 109. Quantity of construction materials mentioned in the bid

After the selection of suppliers, the purchase order to be made after the agreement may be less or more. All construction materials provided for the above-mentioned Solar-MUS Lift Water Supply and Sanitation Project must have the Nepal Quality Mark or ISI Mark.

The quality, company and brand name of the materials mentioned in the quotation are mandatory mentioned in the last column of the quotation form.

The rate provided in the quotation should clearly state whether or not VAT is included as per the rules of the Government of Nepal. Also, the advance tax as per the rules of the Government of Nepal will be deducted and paid while paying the bill amount.

The validity period of the quotation must be mentioned.

The time frame within which the goods can be made available from the date of contract signing after the supplier is selected must be mentioned. All construction materials must be transported to the 3 Solar-MUS Lift Water Supply and Sanitation Project site and the cost of transportation must also be mentioned in the bid.

When the organization makes the payment, the supplier will deliver the construction materials to the project site and pay the payment to the relevant account within 7 to 15 days of receiving the receipt of the goods from the consumers.

The firm/supplier/provider/company must provide a written response on its letterhead with all the details and information regarding its willingness to supply and transport construction materials, with an official signature and firm seal.

The sealed bids received will be opened in the presence of the bidders at the Project Office of Hill Region Development Campaign (HRDC) on 2082 Asoj 6 at 5:00 PM (or the next day if it is a public holiday). However, the bid opening will not be delayed due to the absence of a bidder's representative. The representative should bring an official letter signed by an authorized officer of the company. If the last date for receipt, submission or opening of bid documents falls on a public holiday, the office hours will be the next day.

The last date will be considered. In that case, the validity of the bid and the validity date of the bid security will be calculated based on the old date.

All other terms and conditions shall be as per the procurement regulations of the organization and the prevailing procurement act of the Government of Nepal. The Procurement Committee of the Hill Region Development Campaign (HRDC) reserves the right to accept or reject, in whole or in part, any or all bid forms that do not comply with the above-mentioned rules and conditions.

The firm/supplier/supplier/company that has been selected will be contracted and the required quantity will be purchased through a purchase order. The firm/supplier/supplier/company will have to read and understand the organization's Code of Conduct and sign and stamp each page and submit it. The self-declaration letter that is not on the black list will have to be stamped and signed and submitted.
