In accordance with the provisions of Section 61 of Chapter 9 of the Local Government Operation Act 2074, this notice has been published to award revenue collection work under the following titles for the fiscal year 2082/083. Interested firms that have completed the legal process within the specified deadline as of the date of publication of the notice are requested to purchase the bid documents and submit the sealed bids to this office within the following date and time. For other additional information, you can contact the Revenue Branch of the office during office hours.

1. The bids published in this notice can be purchased from the Kailari Rural Municipality Office, Hasulia within the office hours up to the 30th day from the date of publication of the notice. The purchased bids must be registered at the Kailari Rural Municipality Office, Hasulia by 12:00 PM on the 31st day. The duly received sealed bids will be opened in the presence of the bidders at the Kailari Rural Municipality Office, Hasulia at 2:00 PM on the same day. Even if the bidders are not present, there will be no obstacle to opening the bids.

2. The bidder must clearly write the contract number, contract details, and name on the outside of the envelope.

4. While purchasing the bid form, the bidder will have to pay the prescribed fee along with a certified copy of Nepali citizenship, proof of VAT registration, proof of tax payment, proof of firm registration and renewal, etc.

When purchasing the tender documents, a receipt must be submitted to the revenue branch of the office for the fee charged as per the rules.

6. 5 percent of the bid amount as deposit should be deposited in cash in the name of this office in NIC Asia Bank Hasulia Branch, Deposit Account No. 25CA500087524003 along with the original voucher or a copy of the bid bond of a recognized bank with a validity period of at least 90 days from the last date of submission of bids. The amount deposited as deposit will not be included in the bid and the said bank guarantee and cash deposit will be returned as per the prevailing law after submission of documents as per the rules.

7. The firm taking the revenue contract will have to submit proof of payment to the concerned revenue office, along with additional value added tax of 13 percent of the total bid amount of the above-mentioned contracts.

8. If the agreed amount is paid in advance in a lump sum as per the prevailing law, a discount of up to 5 percent may be given, but the discount will not be considered as given for the purpose of VAT levied as per the rules.

9. The buyer of the bid letter must clearly write the amount he has bid in figures and words. In case of any discrepancy between figures and words, the words will be accepted. Registered sealed bid letters will not be returned or amended.

10. If the day of purchase and submission of bids or the day of opening falls on a public holiday, the bids must be submitted the next day at the time mentioned above and the opening program will be held accordingly.

11. This office reserves all rights to accept or reject any bids submitted with a lower or higher discount, or to cancel or amend the notice, etc. In addition, no conditional bids will be accepted.

12. The contractor shall comply with the instructions given by the Rural Municipality Office, Hasulia, Kailali from time to time. Also, in case of any dispute between the office and the contractor, the decision of this municipality shall be final.

14. The contractor shall print the fee collection receipts specified by the Kailari Rural Municipality Office, Hasulia, Kailali and use them only after getting them certified by this office. If any uncertified receipt is found during monitoring by the office, action will be taken as per the rules.

15. The tax collected by the contractor shall be collected at the collection center designated by the office. Also, a signboard with the rate shall be placed at the concerned center in a visible manner for all.

16. No action will be taken against the bids of individuals, firms and companies that are blacklisted and have outstanding dues to be paid to the rural municipality office as per the prevailing rules.

17. The contractor will not be able to claim any deduction from the amount to be paid to the Kailari Rural Municipality Office, Hasulia, Kailali after the contract agreement.

18. It is not permitted to collect sales fees for riverine products by placing barriers on national highways and subsidiary highways.
