Notice regarding invitation of sealed bids for fishery farming and sale and distribution work

As per Section 4 of the Amount and Government Contract Arrangement Act 2020, the lakes of the schedule within the area of this rural municipality are required to be contracted for 5 years by inviting bids for fish farming and sale and distribution work, this notice regarding the invitation of bids has been published in accordance with Section 5 of the Amount and Government Contract Arrangement Act 2020. A 30-day notice has been published for the submission of sealed bids by individuals, firms or companies who are interested in taking a contract for fish farming and sale and distribution work in the said lake, subject to the conditions mentioned in the schedule, from the Nepal Government.

Sealed Bid Documents: Bids can be purchased from the Revenue Branch of the Rural Municipality by paying a non-refundable fee of Rs. 3,000/- in cash, by submitting all documents including firm registration (including renewal), M.A. Tax, Permanent Account No. (PAN No.) registration and tax payment certificate up to FY 2080/081, and Nepali citizenship certificate, along with a certified copy from a Notary Public, within 30 days from the date of publication of this notice, from the office hours of the Kailari Rural Municipality Rural Executive Office, Hasulia, Kailali.

2. The sealed bid form must be purchased by 2082/05/13 and duly registered at the office by 12 noon on 05/14/2082.

The sealed bids will be opened at 2:00 PM on the bid registration date.

The contract period will be up to 5 years, as per Section 11 of the Government Contracts and Arrangements Act 2020.

4. The bidder must clearly write the contract number, contract details, and name on the outside of the envelope.

5. The interested person who wants to get the contract will have to deposit 5 percent of the amount of the bid if he is a Nepali citizen and 10 percent if he is a non-Nepali citizen. The amount for the deposit should be deposited in cash in the deposit account No. 25CA500087524003 of NIC Asia Bank Hasulia Kailali branch in the name of this office or an original copy of the bid bond with a validity period of 90 days issued by a commercial bank recognized by Nepal Rastra Bank should be attached with the sealed bid.

6. The bid amount must be written clearly in figures and words. If there is a difference between figures and words, the words will not be accepted. Bids registered in the office will not be returned.

The submitted bids will be opened at this office at 2:00 PM on the day of registration in the presence of the bidder or his representative and the representatives of the office. Even if the bidder or his representative is not present at that time, there will be no obstacle to opening the bids.

If the last day for purchasing or submitting bids falls on a holiday, the next day the village executive office is open, the same time will be used.

9. This office reserves the right to accept or reject any bid submitted in excess of the bid amount, or to modify or cancel the notice, etc. Bids with any condition will not be accepted.

The contractor who enters into the contract agreement shall pay the agreed amount in 5 installments by the middle of each Chaitra and shall proceed with the work of the following year only by paying the installment for each year in a lump sum. The contractor shall pay the entire 5-year contract amount during the contract period.

If the contract amount is paid in lump sum, a discount of up to 10 percent of the contract amount can be given to the contractor. 11. The contractor must follow the instructions given by the Government of Nepal and the Rural Municipality Office in a timely manner. If any dispute arises between the Office and the contractor

The decision made by the rural municipality office will be final.

12. As per the prevailing rules, no action will be taken against the bids of firms and companies that are blacklisted and have outstanding dues to be paid to the rural municipality office.

14. The contractor shall print the tax collection receipts specified by the rural municipality on his own behalf and have them certified by the head of this office before using them. Tax collection shall not be permitted from uncertified receipts.

15. In the case of other matters not mentioned in the notice, the applicable rules and regulations will apply. No claim can be made for any deductions from the amounts to be paid to the rural municipality office after the contract agreement.

16. The matters mentioned in the notice shall be in accordance with this and any other matters not mentioned shall be in accordance with the applicable law.

17. The contractor shall not carry out any work that would damage the natural shape and structure of the lake, affect biodiversity, or be contrary to the Forest, Aquatic Animals Act, and Environmental Act.

18. If further information is required regarding this notice, it can be obtained from the Revenue Branch during office hours.
