Notice regarding export contract for Kawadi goods

As per Sub-section (1) of Section 6 of the Kanchan Rural Municipality Finance Act, 2082, this rural municipality has to arrange for the collection of export tax on goods for the fiscal year 2082/083 through a contract process, this notice is hereby issued to interested individuals, firms or organizations to submit duly sealed bids subject to the terms and conditions of the tender.

1. The contract period will be from the date of agreement until the end of Asar, BS 2083.

2. Bids can be purchased from this office by submitting an application along with a copy of the Nepali citizenship certificate. Any individual, firm or organization can purchase only one bid in its own name and a bid purchased in one name cannot be registered in the name of another.

3. The contract will be concluded only after the individual, firm and organization taking the contract has paid the additional value added tax of 13% (percent) of the total amount of the contract mentioned above to the relevant Internal Revenue Office and submitted proof of the same to this office.

4. The tender documents of the contract can be purchased within the 15th day from the date of publication of the notice and registered in this office by 12.00 pm on the 16th day and the tender documents will be opened at 2.00 pm on the same day. There will be no obstacle to opening the tender documents even if the representative is not present. If the date for purchasing, registering and opening the tender documents falls on a holiday, the work will be done on the day after the holiday when the office is open at the same time.

5. No action will be taken against any bid submitted with any condition that is less than the minimum contract value, exceeds the deadline, or is not in compliance.

6. While submitting the bid, the bid security amount of 5 percent of the agreed-upon number will have to be deposited in the Kanchakan Rural Municipality Deposit Account No. BOCA 503262524005 (G-3) at the NIC ASIA BANK Rudrapur branch of this office and the original voucher will have to be submitted. If the deposit amount is deposited in cash, the bid will automatically be cancelled.

7. The bidder must clearly write the contract number, contract details and name on the outside of the envelope. The bid amount must be clearly stated in figures and words. In case of any discrepancy between figures and words, the words will be given precedence.

8. No amendment can be made to the bid after it has been registered and the office reserves the right to accept or reject any or all bids registered as per the published notice, with or without giving any reason.

9. When the bidder signs the contract agreement, the first installment will be 50% (percent) of the contract amount, the voucher of which will be deposited in this office, and the remaining amount will be 50% (percent) of the contract period. The second installment will be 50% (percent) of the remaining amount by the end of Chaitra 2082. If the entire amount is deposited in advance and the agreement is signed, a discount of 10% of the contract amount will be given.

10. The rate of export tax on the consignment will be provided along with the quotation form. While collecting the tax, the VAT tax of 13% (percent) will have to be added to the said rate and collected. Such tax will have to be collected from the consignment collection center. Tax cannot be collected by placing a bag on the highway and auxiliary roads.

11. The contractor who is awarded the contract shall print the receipts used for collecting the tax prescribed by Kanchan Rural Municipality and have them certified by this office before using them. If tax is found to have been collected from an uncertified receipt, action will be taken as per the rules.

12. In case of any dispute regarding the contract, the decision of Kanchan Rural Municipality will be final and other matters will be governed by the prevailing law.
