This notice has been published regarding the submission of bids for the income contract to the person/firm/company who has the highest number of points competitively in the specified area for the operation of the View Tower Tourism Fee Collection and Complete Management located at Golpark, Kohalpur Municipality 11 for a period of 15 years. Conditions:

1. Interested bidders may purchase the bid form by paying a non-refundable fee of Rs. 1000 (One thousand rupees only) along with a certificate of firm business registration/renewal, Permanent Account Number (PAN) registration, and tax clearance certificate up to the financial year 2080/081.

2. To purchase the bid through e-bidding, the bidder should submit a bid to the Agricultural Development Bank branch office, Kohalpur, in the name of Kohalpur Municipality.

Bids can be obtained through the Public Procurement Monitoring Office's electronic procurement system website www.bolpatra.gov.np/egp by depositing the amount for the bid form fee in the Revenue Account No. 072501000235365 and submitting it along with the original voucher and the above-mentioned documents. Bids can be submitted only through the online process (E-bidding).

3. Bids purchased within the specified deadline must be submitted through the Public Procurement Monitoring Office's electronic procurement system website www.bolpatra.gov.np/egp by 12:00 PM on 2082.06.03.

4. Bids received within the time limit specified above will be opened at this office at 2:00 PM on the last day of submission in the presence of the bidder or his representative. There will be no impediment to opening the bids even if the bidder or his representative is not present. If the day of opening the bids falls on a public holiday, the day and time immediately following the opening of the office will be considered the last day and time.

5. The deposit amount for the bid form should be deposited in the deposit account number 0720501000235217 of this office at the Agricultural Development Bank, Kohalpur branch.

The bid must be submitted in cash or in the form of a bank guarantee issued by a recognized bank with a minimum maturity of 75 days. The bid validity period will be 45 days from the last date of submission of bids.

6. The rates in the bid form should be clearly stated in figures and words. If there is a difference between the rates in figures and words, the rates in words will be accepted.

7. The period for collecting taxes on the View Tower tourism fee and overall management of the FY 2082/083 will be until the end of Ashar, FY 2097.

8. No discount, waiver or exemption of any kind will be given after the bid is accepted and the agreement is signed as per the rules.

9. When making the agreement, 40 percent of the annual contract amount including value added tax will be deposited in cash in the Agricultural Development Bank in the name of this municipality, deposit account number 0720501000235217, and the remaining 60 percent will be issued in the name of this office by a commercial bank recognized by the Government of Nepal, with a validity of up to 13 months, and the bank guarantee will be renewed annually for a period of 15 years.

10. The bid must be above the minimum score. The bidder who bids the highest will be accepted.

11. The bidder must clearly state whether the bid price submitted is inclusive of or exclusive of Value Added Tax. If not stated, it will be deemed to be exclusive of Value Added Tax.

12. The entry fee for the View Tower will be Rs. 75 (seventy-five rupees) per person.

13. The party awarded the management contract will be fully responsible for all management related matters within the view tower, including internet, CCTV, security arrangements, sanitation arrangements, electricity and water connections.

14. Temporary tea houses may be constructed and operated within the view tower area without affecting the structure of the view tower, but alcohol and tobacco products will be prohibited within the view tower.

15. A children's play area may be constructed and operated within the View Tower without affecting the beauty of the View Tower.

16. Once an agreement for the management of the view tower has been signed, the municipal executive may reconsider the agreement after six months from the date of signing the agreement.

17. If any kind of maintenance is required inside the View Tower, the party responsible for contract management will have to bear the expenses up to ten thousand rupees and the office will bear the expenses exceeding that.

18. No action will be taken against bids that are incomplete, out of date, or contain conditions.

20. Matters not mentioned in this notice shall be in accordance with the Local Government Operation Act 2074, the Public Procurement Act (including amendments), 2063, the Public Procurement Regulations (including amendments), 2064, and other prevailing acts and laws and the decisions of Kohalpur Municipality.
