2. Along with the bid, the certificate of registration and renewal with the Department of Pharmaceutical Management for the current fiscal year 082/083, business license, permanent account number, M.A. Tax Registration Certificate, and tax payment certificate for fiscal year 080/081 should be attached.

3. Electronic bids (E-Bids) will be opened on 2082/06/05 at 1:00 PM at the Municipality Office in the presence of the bidders or their representatives. There will be no impediment to the opening of bids even if the bidders or their representatives are not present.

4. A scanned copy of the voucher deposited in the name of Mechinagar Municipality in Nepal Bank Limited, Kankarbhitta, Jhapa Branch, Deposit Account No. 106030000030000001 or a scanned copy of the bid security issued by a commercial bank recognized by Nepal Rastra Bank with a validity of at least 120 days (from the last date of submission of bids) should be attached.

5. While filling the bid, the item wise price should be filled in per unit. The medicine should be a WHO GMP Certified Company and the selected medicine should be registered and renewed with the Department of Drug Management. While evaluating the bid, the lowest evaluated and substantially influential bidder's item rate for each item wise bid of the bidder will be accepted. In case of any item for which two or more bidders have bid the same number of points, the bidder's rate for the highest item rate among the other items will be accepted.

The price of medicines and pharmaceutical products cannot be charged more than the Maximum Retail Price (MRP).

7. The office will issue purchase orders for the pharmaceutical products mentioned in the bid in the quantities required by it at the approved purchase rate. The quantity of the products to be purchased will be as per the requirements of the office.

8. The office reserves the right to accept or reject bids, accept or reject only partial items.

9. The acceptance of the bid items should be submitted to this office within 15 days at the earliest and 30 days at the latest from the date of receipt of the agreement/purchase order, otherwise the office may purchase the said medicines and pharmaceutical materials directly from other suppliers. If the price exceeds the price mentioned in the bid in such a purchase, the amount will be recovered from the bidder's deposit amount or from the amount remaining to be paid.

A written self-declaration stating that the bidder is not disqualified from participating in the procurement process, has no conflict of interest, and has not been convicted of any business-related offense must be attached to the bid. 10.

11. If the last day for submission and opening of bids falls on a public holiday, the bids will be opened on the next office day at the same time.

12. When supplying medicines or pharmaceutical products, they must have an expiry date of 24 months.

13. Even after the contract period of the bidder has expired, the medicines and pharmaceutical materials supplied must be returned within 3 months of expiry and the same quantity of medicines and pharmaceutical materials must be supplied. If the medicines and pharmaceutical materials are not returned within 3 months of expiry, the amount for the expired medicines will be deducted from the bill or from the deposit.

14. If the office has any doubt about the quality of the medicine, the bidder will have to conduct quality tests at his own expense. The manufacturing date, Expiry Date, Batch No. and MRP must be mentioned on each package of the medicine to be supplied.

15. Bidders participating in the bidding must submit a WHO/GMP certificate for the drug.

16. The rate as per the accepted bid will remain valid for 60 days after the end of Ashar 2083. If the office demands the same medicine or medical device during this additional period, the bid will be rejected.

It should be provided at the rate. It is mandatory to mention the relevant section of the item on which the tax is levied.

17. If the materials supplied by the supplier firm/company are not in accordance with the specifications and quality written in the contract, the materials will be returned and the contract will be canceled.

18. No action will be taken against bids that do not meet the conditions and are received after the deadline. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm.

19. In the case of other matters exempted from this notice, the Public Procurement Act 2063 (with amendments) and the Public Procurement Regulations 2064 (with amendments) and other prevailing laws will apply.

The bidder must mandatorily mention the rates for all the medicine items. If the bid is submitted without mentioning the rates for all the medicine items, the bid proposal will be rejected.

21. The bidder must submit the rates of the medicines in the certified Bill of Quantities attached herewith.
