Notice of sealed bid for the extraction, collection and sale and distribution of riverine materials

As per the provisions of Section 62 A of the Local Government Operation Act 2074 BS and Section 4(d) of the Ministry's Standards for Sale and Management of Stone, Gravel, and Sand 2077 BS, riverine materials have to be excavated from the approved ghats of the rivers mentioned in the schedule as per the prescribed standards and sold at the rate prescribed by this Musikot Municipality, interested individuals, firms or companies are requested to participate in the sealed bid process by attaching the firm's renewed registration certificate, value added tax registration certificate, tax payment certificate for FY 080/081 and certified copies of Nepali citizenship certificate, subject to the conditions as per the schedule. This notice has been published for the information of all concerned.

Conditions:

1. In the case of a firm, a renewed registration certificate, a value added tax registration certificate, a copy of the tax payment certificate of FY 080/081, in the case of an individual, a certified copy of the Nepali citizenship certificate, a cash receipt paid in cash to this office for the purchase fee of the sealed rate quotation form or a cash voucher deposited in cash in the Internal Revenue Account No. 07703000001001000001 of this office located at Nepal Bank Limited Branch Office, Musikot, Rukum (West) along with an application, the sealed rate quotation form can be purchased from the office within the office hours of the 15th day from the date of first publication of this notice. If the last day for submission of sealed rate quotations falls on a public holiday, the aforementioned work will be done on the next day the office is open.

2. While filling the form related to bid/sealed bid, the bid amount should be clearly mentioned in words and figures. In case of difference in figures and letters, the letters will be accepted. The security deposit should be deposited in the security account No. 0770300000300000001 of this office at Nepal Bank Limited Musikot, Rukum (West) Branch and the original bank voucher or a bid bond with a validity of 75 days issued in the name of this office from a Class A commercial bank should be submitted along with the sealed bid.

3. In the submitted sealed bids, the bidder should sign and seal each page, clearly state the name, address, work details, name, address, phone number, mobile number of the owner of the sealed bid, and affix the firm's seal on the outside of the envelope, and register a hard copy in this office by 12:00 PM on the 16th day from the date of first publication of the notice.

4. Sealed bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization. The duly sealed bids will be opened at this office at 13:00 on the last day for submission of documents related to the sealed bids in the presence of representatives of various offices, construction entrepreneurs or their representatives. Even if the sealed bid giver or his representative is not present at the time of opening the sealed bids, there will be no obstacle to opening the sealed bids. If that day falls on a holiday, the work will be done on the day the office is open immediately after the holiday.

5. This office shall not be bound to accept bids submitted after the deadline, without due date or with conditions. This office shall reserve all rights to accept or reject bids. Riverine materials shall not be excavated or collected in quantities greater than those specified in the IEE Report.

6. If the sealed bid is accepted, within 15 days from the date of receipt of the notice, the amount equal to 50 percent of the first installment of the bid amount along with the M.A. Registration Certificate will have to be deposited in the office's divisible fund account. And the remaining 50% amount will have to be provided by an unconditional bank guarantee valid until the end of Ashadh, 2083 BS. The remaining amount as per the bank guarantee will have to be deposited in the office's divisible fund account by the end of Jestha. In addition, the person or firm accepting the bid will have to pay an additional 13% VAT amount to this office as per the rules of the total amount to be paid for the parts and service fees accepted by them.

7. If the lease is not collected within the specified time limit, the amount will be confiscated and the bid will be settled as per the rules. The excavation area and excavation volume of the rivers and streams of this municipality will be as per the standards in the Local Government Operation Act, 2074, laws issued by the relevant local level, provincial laws and other prevailing laws. In addition, the environmental study report prepared for this work will be considered an integral part of this bid agreement.
