Notice regarding invitation of bids for the work of quarrying, collecting and selling riverine materials, stones, gravel, sand for the financial year 2082/83 (E-Bid Only)

With the aim of increasing the internal revenue of the municipality, this notice has been published to arrange for the contract arrangement in accordance with the provisions of "(6) of Sub-section (d) of Section 2 of Chapter 3 of Section 11 of the Local Government Administration Act, 2074 and Section 62 A of the same Act, for the fiscal year 2082/83, the amount specified in the Preliminary Environmental Examination Report (IEE) approved in accordance with the Municipality's Brief Environmental Study and Preliminary Environmental Examination Procedure 2077, in the amount specified in the Gandaki Province Government's Financial Act 2082, in the amount specified in the minimum amount determined by the rate specified in the Government of Nepal's Financial Act 2082. Interested firms/companies that have completed the legal process on the 32nd day from the date of publication of the notice may submit the bid form fee and submit it to the Government of Nepal's online e-bid portal by 12:00 PM on 2082/06/22, subject to the conditions specified in the details. You are advised to submit your bids through www.bolpatra.gov.np/egp.

Bidding conditions: -

In the case of a firm, the application form along with a certified copy of the renewed registration certificate, value added tax registration certificate, tax payment certificate for the fiscal year 080/81, along with a cash deposit voucher for the bid form fee, should be submitted to this office, Agricultural Development Bank Palungtar Branch, Gorkha, 0317700959532025, and the bid should be submitted by 12:00 PM on the 32nd day from the date of first publication of this notice, i.e. on 2082/06/22.

The bidder shall submit the bid along with a self-declaration on the bidder's letterhead stating that he has not committed any offence and has not been punished in any way, in addition to the Nepali citizenship certificate, as per the rules, and the bids will be opened in the presence of the bidder or his representative at this office on 2082/06/22 at 1:00 PM. Even if the bidder or his representative is not present, there will be no impediment to opening the bids.

While submitting the bid form, the bidder should clearly write the amount of the bid in figures and words and deposit the specified deposit amount in the deposit account No. 0317700959532017 of this office at the Agricultural Development Bank, Palungtar branch, in an original bank voucher or a duly executed bank guarantee letter (Bidbond) issued by a recognized commercial bank in the name of this office and valid for at least 120 days from the last date of submission of bids. In case of any discrepancy between the amount of the bid in figures and words, the amount written in words shall be considered valid.

While signing the contract, the total amount will be fixed as the contract amount, with the bidder bearing 1.5% of the advance income tax and 13% of the VAT on the agreed amount.

The approved contract part has been divided into 2 installments. The first installment is a minimum of 50% and the remaining amount is the second installment. The first installment is divided into 2 installments and a minimum of 50% of the first installment of the contract amount must be paid before the agreement is signed. In the case of the remaining amount, a bank guarantee (performance bond) valid until mid-Shravan 2083 BS must be submitted as a security by adding 10% of the remaining amount from a commercial bank recognized by the Government of Nepal. Also, the installment of the remaining amount must be paid by mid-Falgun 2082 BS. The amount deposited at the time of signing the contract agreement cannot be adjusted when paying the installment.

If the installment is not paid within the specified time limit, the municipality will terminate the contract and recover the outstanding installment from the performance bond.

Legal process will be followed. The remaining amount to be recovered will be recovered as government dues, with an additional 10% compensation added.

No action will be taken against any bid submitted with any condition and not completed.

The deposit of 5% of the bid amount deposited while submitting the bid will be refunded only after the contract is signed.

The bidder shall collect the fee at the rate specified in the agreement only for the items specified in the lease document. Royalty rate from the Gandaki Province Government

It will be as approved. If taxes are collected in a manner that differs from that, action will be taken as per the rules, breaking the contract agreement.

This office reserves the right to accept or reject any submitted bids.

Except as otherwise specified in this notice and the bid form, all matters shall be in accordance with the Riverine Material Excavation Standards 2077, prevailing laws and rules.
