Notice regarding invitation to bid for the sale of riverine products

Section 62 A of the Local Government Operation Act, 2074, the Procedure for Managing the Establishment and Operation of Stone, Ballast, Sand Excavation, Collection, Crushing and Crusher Industries issued by the Provincial Government, 2075, the Standards for Stone, Ballast, Sand Excavation, Sale and Management issued by the Government of Nepal, 2077 and its first amendment, 2079, and the Financial Act of the current fiscal year of this rural municipality, as provided in the specifications, the rural municipality has to excavate riverine products from the approved ghats of the rivers/streams mentioned in the details as per the standards prescribed and sell them at the rates prescribed by the Financial Act of the rural municipality. Therefore, interested individuals, firms or companies are requested to participate in the bidding process by attaching certified copies of the firm's renewal certificate, value added tax registration certificate, tax payment certificate of fiscal year 080/81 and Nepali citizenship certificate, subject to the conditions as specified in the specifications. Conditions:

1. In the case of a firm, a certified copy of the renewed registration certificate, a certified copy of the value added tax registration certificate, a certified copy of the tax payment certificate of FY 080/81 and in the case of an individual, a certified copy of the Nepali citizenship certificate, a copy of the PAN registration certificate, and a cash voucher paid in cash to this office or deposited in cash in the Inland Revenue Account No. 0650100000030800180 of this office located at Prime Commercial Bank Branch Office, Phedikhola, for the bid form fee, the bid form can be purchased from the office within the office hours of the 15th day from the date of first publication of this notice. The prescribed bid fee should be paid in cash to the Revenue Branch of this office or the voucher deposited in the above-mentioned bank account of this office should be attached with the bid documents.

2. While filling the bid form, the bid amount should be clearly mentioned in words and figures. In case of difference in figures and letters, the letters will be accepted. The deposit amount to be paid at the rate of 5 percent of the total bid amount including the M.A.C. accepted by the bidder should be deposited in the deposit account No. 0650100000003600179 located at the Prime Bank Phedikhola branch of this office and its original bank voucher or a bid bond issued in the name of this office by a recognized bank licensed by Nepal Rastra Bank with a validity of 75 days, mentioning the bid number and the name of the bid, should be submitted along with a sealed envelope.

3. The bidder shall fill in all the details mentioned in the purchased bid forms, seal each page, clearly state the name of the firm, address, details of the work, details of the bid, name of the proprietor, address, phone number, mobile number, and the firm's seal on the outside of the envelope, and register the hard copy at this office by 12:00 PM on the 16th day from the date of first publication of the notice. If the last day for submission of bids falls on a public holiday, the said work shall be done on the next office opening day immediately thereafter.

4. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization. The duly received bid documents will be opened at this office from 13:00 on the last day of bid submission in the presence of representatives of various offices, construction entrepreneurs or their representatives. Also, if the bidder or his representative is not present at the time of bid opening, there will be no obstacle to bid opening. If that day falls on a holiday, the work will be done on the next day when the office is open.

5. Pre-bid meeting will be held on the 10th day from the date of publication of this notice at 11:00 AM at the office of the Village Executive of Phedikhola Rural Municipality. Interested bidders can attend the meeting and obtain detailed information in this regard. If the day falls on a holiday, the meeting will be held on the next day at the same time.

6. Detailed information regarding the bid is mentioned in the bid form and can be obtained from the same booklet or by contacting this office. This office will not be bound to accept bids submitted after the deadline, without the required formalities or with conditions. This office reserves all rights to accept or reject bids.

7. If the bid is accepted, the first installment of 50 percent of the bid amount must be paid within 7 days from the date of receipt of the notice or the date of posting the notice at the door. The remaining 50 percent of the second installment must be paid by submitting a bank guarantee (performance bond) issued by a recognized bank licensed by Nepal Rastra Bank in the name of this office with a validity period of 2083 BS, along with a bank guarantee (performance bond) issued by the Nepal Rastra Bank in the name of this office. In addition, the person or firm bidding for the bid must pay an additional 13% VAT amount to this office as per the rules on the total amount to be paid for the bid, service fee, etc. As per the rules, the bidder will have to pay income tax and other taxes separately to the Government of Nepal.

8. If the lease is not collected within the specified time, the deposit amount will be confiscated and the bid will be settled as per the rules. The excavation area and excavation quantity of the rivers/streams and rivers of this rural municipality will be in accordance with the Local Government Operation Act, 2074, laws issued by the concerned local level, provincial laws and other prevailing laws or standards. In addition, the environmental study report prepared by this office will be considered an integral part of this bid agreement.

9. Individuals or firms that have received contracts in previous years and are yet to pay the amount due will not be allowed to participate in the bidding process until the remaining amount is paid and those with outstanding advance/deposit payments are not waived. If they participate in the bidding process, such bids will be removed from the evaluation process and only the remaining bids will be evaluated and other processes, including other processes, will be taken forward.

10. The matters mentioned in this notice shall be governed by this notice and the matters not mentioned shall be governed by the prevailing law.
