Conditions:

1. In the case of a firm, a certified copy of the renewed registration certificate, a certified copy of the value added tax registration certificate, a certified copy of the tax payment certificate of FY 080/81 and in the case of an individual, a certified copy of the Nepali citizenship certificate, a copy of the PAN registration certificate, and a cash voucher paid in cash to this office or deposited in cash in the Inland Revenue Account No. 0650100000030800180 of this office located at Prime Commercial Bank Branch Office, Phedikhola, for the bid form fee, the bid form can be purchased from the office within the office hours of the 15th day from the date of first publication of this notice. The prescribed bid fee should be paid in cash to the Revenue Branch of this office or the voucher deposited in the above-mentioned bank account of this office should be attached with the bid documents.

2. While filling the bid form, the bid amount should be clearly mentioned in words and figures. In case of difference in figures and letters, the letters will be accepted. The deposit amount to be paid at the rate of 5 percent of the total bid amount including the M.A.C. bid by the bidder should be deposited in the deposit account No. 0650100000003600179 located at the Prime Bank Phedikhola branch of this office and its original bank voucher or a bid bond issued in the name of this office by a recognized bank licensed by Nepal Rastra Bank with a validity of 75 days, mentioning the bid number and the name of the bid, should be submitted along with a sealed envelope.

3. The bidder shall fill in all the details mentioned in the purchased bid forms, seal each page, clearly state the name of the firm, address, details of the work, details of the bid, name of the proprietor, address, phone no., mobile no. on the outside of the envelope, and affix the firm's seal and register the hard copy in this office by 12:00 PM on the 16th day from the date of first publication of the notice. If the last day for submission of bids falls on a public holiday, the said work shall be done on the next office opening day immediately thereafter.

4. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization. The duly received bid documents will be opened at this office from 13:00 on the last day of bid submission in the presence of representatives of various offices, construction entrepreneurs or their representatives. Also, if the bidder or his representative is not present at the time of bid opening, there will be no obstacle to the bid opening. If that day falls on a holiday, the work will be done on the next day when the office is open.

5. Pre-bid meeting will be held on the 10th day from the date of publication of this notice at 11:00 AM at the office of the Village Executive of Phedikhola Rural Municipality. Interested bidders can attend the meeting and get detailed information in this regard. If the day falls on a holiday, the meeting will be held on the next day at the same time.

6. Detailed information regarding the bid is mentioned in the bid form and can be obtained from the same booklet or by contacting this office. This office will not be bound to accept bids submitted after the deadline, without the required formalities or with conditions. This office reserves all rights to accept or reject bids.

7. If the bid is accepted, the first installment of 25 percent of the bid amount must be paid within 7 days from the date of receipt of the notice or the date of posting the notice at the door. However, while paying the first installment, a bank guarantee (performance bond) of the same value as the remaining 75 percent must be submitted in the name of this office from a bank licensed by Nepal Rastra Bank with a validity period of 2083 BS Asoj or, if the aforementioned deposit amount is to be paid in cash, the amount must be deposited in the deposit account No. 0650100000003600179 of this office's Prime Bank, Phedikhola branch and the original bank voucher must be submitted and the lease must be lifted. The remaining 25 percent of the second installment must be paid by mid-2082 Paush, while the third and final 50 percent amount must be paid by mid-2082 Chaitra. In addition, the person or firm bidding for the bid must pay the 13% VAT amount applicable as per the rules on the total amount to be paid for the service fee to this office. As per the rules, the bidder must pay income tax and other taxes separately to the Government of Nepal.

If the lease is not collected within the specified time, the deposit amount will be confiscated and the bid will be settled as per the rules. The excavation area and excavation quantity of the rivers/streams and rivers of this rural municipality will be in accordance with the Local Government Operation Act, 2074, laws issued by the concerned local level, provincial laws and other prevailing laws or standards. In addition, the environmental study report prepared by this office will be considered an integral part of this bid agreement.

9. Individuals or firms that have outstanding amounts due for contracts in previous years will not be allowed to participate in the bidding process until they pay the outstanding amounts and those with outstanding advances/deposits are not eligible to participate.

If they participate in the contract process, such bids will be removed from the evaluation process and only the remaining bids will be evaluated, including other processes.

10. The matters mentioned in this notice shall be governed by this notice and the matters not mentioned shall be governed by the prevailing law.
