1. The Government of Nepal has applied for financing from the Asian Development Bank (ADB) toward the cost of Rural Connectivity Improvement Project-Additional Financing (RCIP-AF). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Gandaki Province Government, Ministry of Physical Infrastructure Development and Transport Management, Infrastructure Development Directorate, Rural Connectivity Improvement Project-Additional Financing (RCIP-AF), Project Implementation Unit, Pokhara, Nepal ("the Employer") invites electronic bids from eligible Bidders for Upgrading and Performance Based Maintenance works under the Contract as stated below:

Phase 1:

Upgrading works under the Contract as stated below, which include earthwork, bituminous with asphalt concrete and DBSD works, gabion and stone masonry retaining structures, cross drainage structures, bridges, road safety works, etc. including Defect Liability Period of 365 days ("the Works") under following contract (s):

Phase 2:

Performance Based Maintenance (PBM) works and services for two years after defects liability period, which include Maintenance Works consisting of all activities to be carried out by the Contractor to achieve and keep the road asset as defined in the PBM Specifications, and all activities related to their management, emergency works consisting of activities needed to reinstate any road asset which has been damaged as a result of manmade or natural phenomena such as storms, flooding, earthquakes, accidents, etc.

Financial Performance: The Bidder should submit audited balance sheets for the last three (3) completed financial years. For

each constituent entity should be submitted.

A. Net worth: As a minimum, the Bidder's net worth for last year calculated as the difference between total assets and total liabilities should be positive.

The single entity or each partner must meet the requirement.

B. Average annual Construction Turnover: Minimum average annual construction turnover based on certified payment received for contracts in progress or completed over the last five (5) completed financial years should not be less than as mentioned above in Column-4. The single entity or all partners combined must meet the requirement. In case of JV, each partner must meet minimum 25% and one partner minimum 40% of this requirement.

C. Financial Resources: The minimum Amount of Financial Resources available should not be less than as mentioned above in Column-5. The single

entity or all partners combined must meet the requirement. In case of JV, each partner must meet minimum 25% and one partner minimum 40% of this requirement.

D. Construction Experience: Bidder must have experience of having successfully or substantially completed similar nature of works during the last five

(5) years (reckoned from 28 days before the last date of bid submission) for any of the following:
