Notice of invitation for internal revenue collection contract of Ramdhuni Municipality

Ramdhuni Municipality has to arrange internal revenue contracts for the financial year 2082/83 as per Section 9 of the Finance Act 2080, prevailing laws and the decision of the Ramdhuni Municipality Revenue Advisory Committee. Therefore, interested registered firms are requested to submit their bids subject to the detailed terms and conditions. This notice has been published in the National Daily Newspaper dated 2082/03/13 for the information of all concerned.

Conditions:

1. The bid form must be purchased from the Revenue Administration Branch of this municipality within the date and time specified in this notice by paying the prescribed fee (non-refundable).

2. The application can be submitted to this office within the specified date and time by attaching a bank guarantee letter from a commercial bank of "A" category recognized by Nepal Rastra Bank with a validity of at least 90 days, deposited in the name of this office as a security deposit of 5% of the bid amount along with the bid. N. I. C. Asia Bank Ltd. Jhumka Branch, Deposit Account No. 0892050027908015, as original Baidu voucher or a bank guarantee letter from a commercial bank of "A" category recognized by Nepal Rastra Bank.

3. If the last day for purchasing the bid form or the last day for submitting it falls on a public holiday, the aforementioned tasks will be carried out on the next day.

4. Bid forms for separate subjects must be submitted in separate sealed envelopes, with the subject of the contract clearly written on the outside of the envelope, the name and seal of the firm or company submitting the bid, and the name of this office mentioned.

5. The duly submitted bids will be opened at this office on the specified date and time in the presence of the office representative and the contractor or his representative. However, the absence of the contractor or his representative shall not prevent the bids from being opened.

6. Bids submitted after the deadline, in an incomplete form, or with any conditions will not be accepted.

7. In order to purchase and submit a bid, a copy of the tax payment for the fiscal year 2080081, a copy of the renewal of the firm, and a copy of the renewal of the business registration must be attached.

8. 9. The contractor must be present to sign the contract within 7 (seven) days from the date of receiving the information that the contract has been approved, as per the rules.

The contractor will have to pay the taxes, duties, and fees payable under the prevailing law in relation to the contract.

10. If the contract is not implemented during the prohibition order issued by the Government of Nepal, the contract amount will be reduced proportionately by calculating that time.

11. If the entire amount of the contract is paid in advance in a lump sum, a discount of 10 percent of the contract amount will be given. In case the entire amount of the contract is not paid in advance in a lump sum, the entire contract amount will have to be divided into 3 installments and the first installment will have to be paid at the time of signing the contract, the second installment by mid-Kartik 2082 and the last installment by mid-Phalgun 2082. The installment amount will have to be paid at the time of signing the contract, and for the remaining amount, a bank guarantee issued by a bank recognized by Nepal Rastra Bank valid until mid-Ashar 2082 will have to be submitted.

12. If the installment is not paid within the specified period, damages will have to be paid as per the rules.

13. If the contractor fails to pay the entire installment amount of the contract as per the rules within the specified period, the remaining amount to be recovered will be recovered from the bank guarantee submitted by him.

14. The contractor shall not charge more than the rate set by the municipality for the purpose of revenue collection. If it is found or deemed that the excess has been charged, the contractor may be fined and action may be taken in accordance with the law.

15. If any damage is caused to the municipality while executing the contract, the contractor will be held liable for the damages and necessary legal action will be taken against the contractor.

16. For the purpose of collecting taxes, fees, and charges, the contractor may only print a receipt in the format specified by the municipal office on his own behalf, have it certified by the municipality, and use it with a seal.

17. If the contractor fails to sign the contract within 7 (seven) days of receiving the information that the bid has been accepted, the deposit deposited by the contractor will be confiscated and an agreement will be made with the next highest bidder as per the prevailing law.

18. If a contractor who has not paid the contract amount after taking a contract awarded by the municipality in the past has not paid the contract dues, the contract to be submitted by him will not be approved.

19. Any letter sent by post, telegram, telephone, or fax will not be accepted.

20. If any dispute arises regarding this contract, the decision of this office shall be final and binding on both parties.

21. This office reserves the right to accept or reject the bid or to accept it partially.

22. The Government of Nepal shall strictly comply with the orders, directions and decisions of the courts and this office.

23. You can visit the Revenue Administration Branch of this office during office hours on the day the office is open to view the details.

24. A list of tax, duty and fee collection rates will be provided at the time of signing the contract. The list will be displayed in a visible place throughout the contract period and fees will be collected only at the rates mentioned in the list.

25. The terms and conditions mentioned in this notice shall be as per this notice and in case of any matters not mentioned, the prevailing laws shall be as per the prevailing laws.
