1) Sangrila Urja Limited. (SUL) invites bids/tenders from the potential bidders qualifiable based on the experience in similar nature of works for the Construction of Civil Works of Chhujung Khola Hydropower Project (CKHPP). The Contractors having following minimum qualifications are encouraged to submit their bids:

a. Having been involved in construction field since, at least, last 7 years;

b. Having completed or substantially completed the construction of Civil Works of at least one Hydropower Project of capacity more than 20MW in last seven years as sole Contractor or Prime Contractor of JV. Substantial completion means that the Eighty percentage (80%) the Works of the Project is completed at the date of the release of this notice;

c. Having sufficient experience on tunnel and underground constructions with the requisite of technical strength of provisioning sufficient equipment for Construction of tunnel, drop shaft construction and underground powerhouse work with specific requirements of provisioning at least number of crusher plant, at least three numbers of Concrete Batching Plants with capacity 20 m³/hr or, drilling and shotcreting equipments for tunnel with size of 3.0 m dia or higher, raise climber with other required equipments for the construction works of the drop shafts together with the assurance of having sufficient number of other construction equipments required at peak time of the construction as required to complete the project in provided time schedule stated in tender documents:

d. Having strength of provisioning the sufficient equipment including but not limited to drilling jumbo, robotic shotcrete machine and other necessary equipment required for the construction of underground powerhouse cavern.

e. Having no history of blacklisting by the Government agencies and/or the private companies in the last five years;

f. Having capacity to manage short term cash flow from the Contractors internal resources and/or through credible line of credit from Commercial Banks or Financial Institutions.

g. Having minimum average annual construction turnover of NRs. 1,000,000,000.00 (In words: Nepalese Rupees One Billion only) calculated as total certified payments received for contracts in progress or completed in the best three (3) years within the last seven (7) years. In case of JV, the lead partner must meet at least fifty-five percentages (55%) of the requirement. The number of JV partners is limited to two only.

Detailed qualification/evaluation criteria of the Tenderers are more elaborately described in the bidding documents.

2) Qualified eligible tenderers may obtain further information from Sangrila Urja Ltd. and inspect the bidding

documents at the address given below during business hours.

3) A complete set of bidding documents in English language can be received by qualified eligible Tenderers from 1st September, 2025 onwards. The document (hard/electronic copy) will be handed over to the bidder or their representative upon production of the evidence of aforementioned minimum qualifications and proof of deposition of Tender document fee amount of NRs. 5,000/- (Five thousand rupees only) deposited in the company office by cash or cheque as mentioned below. Eligible bidder intending to purchase tender documents in copy format must confirm in email at least one day prior to receiving date.

4) Tenders must be delivered to the address below at or before 16:00 hours local time on the 28th September.

5) All bids must be accompanied by a letter of assurance that the bidder will not withdraw the bid after submission of bid until the bid validity period. Further, the bidder shall accept the correction made to the tendered rates and furnish the performance security within the specified time and sign the agreement if its bid is accepted from evaluation and negotiation.

6) The potential bidders may be invited separately or together before submission of bid for pre-bid clarification. If, such meeting takes place, the venue, date and time shall be informed by the Employer.

7) Late tenders/bids will be rejected. The address for bid submission and communication for any clarification required shall be as follows:

8) If the given date happens to be an official holiday, the next working day shall be considered as the date for tender submission and bidder must submit the site visit evidence along with the submission of bid.

9) The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason, whatsoever.
