In accordance with Sections 3 and 4 of Chapter 2 of the Tansen Municipality Internal Revenue and (Contract Arrangement) Procedure 2082, this notice of invitation to tender has been published with a deadline of 30 days for the collection of parking fees at the prescribed rate at the specified place within the Tansen Municipality area, collection of fees and taxes on herbs, horses, and animals exported from the Tansen Municipality area at the prescribed rate, and collection of advertisement tax within the Tansen Municipality area. Eligible, interested organizations/firms/companies are requested to submit their tenders in due form within the prescribed time.

1. Firms/companies wishing to purchase the tender documents will have to deposit the prescribed amount in the Internal Revenue Account No. 30301003010004 held in the name of this office at the National Bank Palpa Branch and submit the tender form through the website of the Public Procurement Monitoring Office of the Government of Nepal: www.bolpatra.gov.np.

2. Date to download the bid form: Within the office hours of the 30th day from the date of publication of the notice.

3. Date of submission of bids: The bids should be submitted along with the organization/firm/company license renewed for the financial year 2081/082, permanent account number/value added tax registration certificate, copy of tax clearance certificate up to 2080/081 along with the downloaded bids by 12 noon on the 31st day from the date of publication of the notice. If the day falls on a public holiday, it should be submitted duly within the same time on the next day.

4. Time of opening of bids: Bids will be opened in the presence of bidders and office representatives at 2:00 PM on the 31st day from the date of publication of the notice. There will be no impediment to opening the bids even if the bidders are not present.

5. All rights to accept/reject the sealed bids received shall be reserved by this office.

6. If the bid is accepted, 50% of the contract/bid amount will have to be paid in advance before taking the lease and a bank guarantee with a validity of at least 90 days from a commercial bank recognized by Nepal Rastra Bank will have to be submitted for the remaining 50%. If the bid amount is paid in advance in lump sum, a discount of six percent of the bid amount may be given, not reducing it to the minimum amount.

7. Once the bid is accepted and the agreement is signed, the bidder will be responsible for implementing the transaction.

8. The prescribed rate will be as per the Tansen Municipality Finance Act, 2082.

9. No exemptions of any kind will be granted after the contract is approved and occupancy is commenced.

10. The contract period will be from the date of receipt of the work order until the end of Asar 2083 BS only.

11. If the contractor whose contract is approved does not submit the bank guarantee or other documents required to be submitted before signing the contract agreement within the specified time, the contract in his name will be terminated and the contract agreement will be awarded to the second and third ranked bidders respectively.

12. While submitting the bid, an original bank voucher of 5% of the bid amount deposited in the deposit account no. 30301003000004 at the National Bank of Nepal (NBN) Palpa branch will have to be submitted.
