As per the provisions of Section 62A of the Local Government Operation Act, 2074 BS and the Internal Revenue Collection and Revenue Contract Settlement Procedure of this Waling Municipality, 2077 BS, as approved by the Municipal Assembly, riverine products must be extracted from the approved ghats of the rivers/streams mentioned in the schedule as per the prescribed standards and sold at the rate prescribed by Waling Municipality, this notice has been published for the information of all concerned to participate in the bidding process subject to the conditions as per the schedule.

1. In the case of a firm, a renewed registration certificate for the year 2082/083, a certified copy of the value added tax registration certificate for the year 2081/082 and in the case of an individual, a certified copy of the Nepali citizenship certificate, a bank voucher deposited in the Office Account No.sutrarevenue.fcgo.gov sutrarevenue.fcgo.gov. np of this office at the Waling branch or a receipt of Rs. 3000/- paid in cash at the Revenue branch, may be submitted along with the application and the bank voucher deposited in the bank within 12:00 on the 30th day from the date of first publication of this notice, and the bid can be purchased and registered through the Public Procurement Monitoring website www.bolpatra.gov.np (electronic medium and hard copy). The amount for the deposit, which will be 2.75 percent of the number of points you bid, must be deposited in the Deposit Account No. 0830300000300000001 and submit the original bank voucher or a bank guarantee issued in the name of this office by a licensed bank with a validity of 120 days.

2. The bidder shall fill in all the details mentioned in the purchased bid forms, seal each page, clearly state the name of the firm, address, details of the work, name, address, phone number, mobile number of the proprietor of the bid details on the outside of the envelope, affix the firm's seal, and register it in this office by 12:00 PM on the 30th day from the date of first publication of the notice in hard copy or electronically.

3. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization and will be opened in this office from 2:00 PM on the last day for submission of bid documents duly received in the presence of the office representative, construction contractor or his representatives. Also, if the bidder or his representative is not present at the time of bid opening, there will be no obstacle to the bid opening. If the said day falls on a holiday, the work will be done on the next day when the office is open.

4. Pre-bid meeting will be held at the Waling Municipality office at 2:00 PM on the 7th day from the date of publication of this notice. Interested bidders can attend the meeting and get detailed information in this regard. If the said day falls on a holiday, the meeting will be held on the next day at the same time.

5. Detailed information regarding the bid is mentioned in the bid form and can be obtained from the same booklet or by contacting this office. This office will not be bound to accept bids submitted after the deadline, without due date or with conditions. This office reserves all rights to accept or reject bids.

6. If the bid is accepted, the first installment of 50 percent of the bid amount must be paid within 15 days of the date of receipt of the notice or the date of posting the notice at the door along with the M.A. Tax Registration Certificate. The second installment of 50 percent must be paid by submitting a bank voucher deposited in the deposit account of this office or a bank guarantee (performance bond) issued in the name of this office by a financial institution licensed by Nepal Rastra Bank with a validity period of up to 15th Jestha 2083 BS. In addition, the person or firm bidding for the bid must pay an additional 13 percent VAT and 1.5 percent advance income tax to this office as per the rules of the total amount of the bid amount or fee. As per the rules, the bidder must pay other taxes to the Government of Nepal separately.

7. If the lease is not collected within the specified time, the deposit amount will be confiscated and the bid will be settled as per the rules. The excavation area and excavation volume of the rivers and streams of this Waling Municipality will be in accordance with the Local Government Operation Act, 2074 BS, the laws issued by the relevant local level, and the standards for the sale and management of stone, gravel and sand excavation, 2077 BS. In addition, the environmental study report prepared by this office will be considered an integral part of this bid agreement.
