H.L.E Nepal private Limited (Business Name Alaya), located at Jawalakhel, Lalitpur, Nepal is seeking for an experienced Head of Project Management Office (PMO) and Capability who will be responsible for building, leading, and continuously enhancing a high-performing project delivery function. This role ensures that all organizational projects are governed, prioritized, resourced, executed, and reported effectively to deliver maximum strategic value. Beyond operational project governance, the role focuses heavily on growing internal project management capabilities across the organization to foster a culture of disciplined execution, accountability, innovation, and continuous improvement. The position demands a leader who is visionary yet pragmatic, with strong expertise in general project management practices, organizational change, leadership development, and strategic alignment.

Major Duties and Responsibility
1. Strategic Project Governance and Leadership
  • Establish and champion a best-in-class Project Management Framework tailored to the organization's size, complexity, and goals. Oversee the project portfolio to ensure alignment with organizational strategy, resource optimization, and timely value delivery. Define and uphold project management standards, policies, methodologies (agile, hybrid, waterfall as applicable), and tools.
 
2. Project Delivery Excellence
  • Lead and mentor project managers and cross-functional project teams across the organization. Ensure rigorous project planning, execution, monitoring, and reporting practices. Identify, escalate, and help mitigate risks, issues, and dependencies across the project landscape.
 
3. Capability Development and Cultural Transformation
  • Build a "project mindset" across the organization by designing and delivering project management training, coaching, and capability-building programs. Establish professional development pathways for project personnel, including workshops, and mentorships. Introduce modern practices in stakeholder management, leadership in project environments, change agility, and emotional intelligence in project delivery.
 
4. Performance Measurement and Continuous Improvement
  • Define KPIs and success measures for project management maturity and performance. Develop a strong feedback loop to continuously refine project practices based on lessons learned, stakeholder feedback, and changing organizational needs. Drive innovation in project management by introducing emerging practices, tools, and methods that enhance speed, quality, and collaboration.
 
5. Stakeholder Engagement and Communication
  • Act as the bridge between executive leadership and project teams to ensure clarity of priorities, expectations, and progress. Provide senior-level reporting on project portfolio health, including strategic insights and data-driven recommendations. Foster collaborative, trust-based relationships with internal and external stakeholders

 


 

Required Qualifications
Experience:
* 5-10 years' experience in project management, PMO leadership, or strategic delivery roles. Proven track record of building or leading PMO functions. Experience delivering cross-functional projects Strong background in developing project management capabilities and coaching teams. Refining ho
 
Qualification:
Bachelor's degree in business, Project Management, or related field (desirable). PMP, PRINCE2, PMI-ACP, Diploma of Project Management or equivalent certification (desirable)
 
Skills:
Expertise in project governance frameworks and portfolio management. Strong risk management, prioritization, and reporting skills. Advanced proficiency in project management tools. Excellent communication, stakeholder management, and problem-solving skills. Familiarity with Agile, Hybrid, and Waterfall delivery approaches. Knowledge of continuous improvement methodologies. Experience leading cross-cultural or international project teams.
