Position Title : Programme Associate (Food Fortification)

Contract Type : Service Contract (SC)
Level :  SC L6
Contract Duration : 8 months from EOD (possibility of extension, subject to funding availability)

PURPOSE OF THE ASSIGNMENT

The Programme Associate (Food Fortification) will work under the overall guidance of the Head of Social Protection and direct supervision of the Programme Policy Officer (Food Fortification), WFP Nepal CO. S/he will work closely work with the supply management, procurement, quality control and communication units of FMTCL to ensure proper implementation of rice fortification programme activities. The employee will be based in FMTCL, while s/he will provide regular support to FMTCL provincial office, Bhadrakali Plaza, Thapathali, Kathmandu. The purpose of the assignment is to provide technical and operational support to the FMTCL, in the production of fortified rice, monitoring of rice fortification activities, support to conduct capacity strengthening trainings, as well as knowledge management of activities relating to rice fortification.

 


 

ACCOUNTABILITIES/RESPONSIBILITIES

Under the direct supervision of Programme Policy Officer (Food Fortification), and guidance of Head of Social Protection, s/he will carry out the following tasks:

  • Provide technical and operational support to FMTCL to regularize the production of fortified rice from Surkhet, Thapathali, Rajapur, Janakpur and Tikapur blending facilities by adhering to its quality protocol.
  • Provide onsite operational support to FMTCL provincial office, Thapathali for production and supply chain management of fortified rice.
  • Ensure specialized supply chain management support of the fortified rice to the project area.
  • Ensure proper utilization and compliance of the fortified rice by the ultimate consumer of the rice products.
  • Provide support to FMTCL to manage the beneficiary data, supply chain data and information system of rice fortification.
  • Provide support to assess needs and organize/facilitate fortification orientation, trainings, review workshop to strengthen the capacity of the FMTCL, provincial, and local level to sustain and scale up rice fortification.
  • Support to implement consumer awareness and communication activities for rice fortification.
  • Provide support to strengthen the capacity of food depots, FMTCL staffs and sensitization to private sector for production, distribution/sales of the fortified rice.  
  • Within the specific area of responsibility compile and disseminate case studies and/or lessons that would support scale up of innovations/best practices.
  • Provide necessary technical support for operationalization of fair price shops through FMTCL administrative system.
  • Coordinate with all blending facilities, WFP field office, Surkhet, WFP Provincial Coordinators in Sudurpashchim and FMTCL depots for rice fortification programme activities.
  • Perform other duties as required and suggested by the supervisors.

 


 

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • Completion of secondary school education. A post-secondary certification in the related functional area. A bachelor’s degree in food science, nutrition or related disciplines is desirable.

 


 

Experience

  • At least six years’ experience in management of nutrition or food fortification programmes, coordination within team, and/or operational sides of food assistance or relief operations.
  • Successful track record in networking with government/public sector, private sector, civil society, UN agencies, donors and research institutions. 
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions. General knowledge of UN system policies, rules, regulations, and procedures in the area of work is an advantage.

 

 


 

Knowledge & Skills

  • Knowledge of programme support activities and procedures.
  • Knowledge of standard office software packages, e.g., Microsoft word.
  • Ability to work to deadlines and follow clear instruction.
  • Must be familiar with MS office.
  • Nepali Typing skill is an asset.

 

Languages

  • Fluency in both written and spoken English and Nepali Languages.
