Invitation for tender for operation and management of Baglung Bus Park for a period of 25 years

Baglung Municipality Municipal Executive Office, Baglung has a provision that the Municipality may charge a service fee to the relevant service providers and service recipients for using the local infrastructure constructed, operated and managed by the Municipality or the services provided, in accordance with Section (62) Sub-section (2) of the Local Government Operation Act, 2074. Regarding the operation of the Dabagara Bus Park located in Ward No. 4, owned by the Municipality under Baglung Municipality, through the participation of the private sector, within the scope of the terms and conditions, rules and provisions set by the Baglung Municipality Municipal Executive Office, as per the decision of the executive meeting dated 2082/2/11, the recognized bus businessmen, construction companies, cooperatives and various companies interested in operating the said Bus Park through E-Bidding for a contract period of twenty-five (25) years from FY 082/083, have been invited to submit their bids in a formal manner, subject to the following terms and conditions. (1) Bids can be downloaded and uploaded from the Public Procurement Monitoring Office's website https://bolpatra.gov.np/egp/ by paying a non-refundable bid form fee of Rs. 5,000/- on or before 12:00 PM on the 31st day from the date of publication of this notice.
(2) The prescribed bid form purchase fee, cash receipt deposited at the Revenue Branch of this office or voucher deposited in Account No. 02203000001001000001 of this office at Nepal Bank Ltd. Baglung Branch, should be uploaded along with the bid document.
(3) The bidder must submit a certificate of firm registration, company registration certificate, VAT/PAN registration and renewal (updated from the Company Registrar's Office), proof of Baglung Municipality Business Tax renewal for the current fiscal year, if the head office is Baglung Municipality, along with a certified tax payment certificate or extension letter for the fiscal year 080/081.
(4) The amount of the deposit (contract security) shall be deposited in cash in the account number 022030000030000001 of Nepal Bank Ltd. Baglung Branch in the name of this office, or a bank guarantee (bid bond) issued by a recognized bank in the name of this office shall be attached. The bid shall be submitted with a minimum validity period of 120 days as per the prevailing law.
(5) After the bid is accepted and the contract is signed as per the terms and conditions, the first installment amount must be paid within seven days from the date of the letter of acceptance and the contract must be signed along with a bank guarantee for the execution of the work as per the terms and conditions of the bid.
(6) The rate of the quoted amount should be clearly stated in figures and words. If there is a difference in the rate amount in figures and words, the amount written in words will be accepted.
(7) A tender form purchased in the name of one firm or company cannot be submitted in the name of another firm or individual.
(8) The purchased bid form must be registered by 12:00 PM on the 31st day from the date of publication of the notice at the Public Procurement Monitoring Office https://bolpatra.gov.np/egp/, clearly mentioning the name of your firm, address and work details. The registered bids will be opened at this office at 1:00 PM on the same day in the presence of government representatives and representatives of the bidders. Even if the bidders or their representatives are not present on time, there will be no obstacle to opening the bids. If the day of purchasing, registering and opening the bids falls on a public holiday, the office will be open at the same time the day after the holiday.
(9) The tender shall be in accordance with the provisions mentioned in the tender form and other matters shall be in accordance with the Public Procurement Act, 2063 BS and the Public Procurement Regulations, 2064 BS (including amendments) and other prevailing laws.

(11) The annual contract amount shall be the average amount of the total amount tendered by the bidder for the twenty-five (25) fiscal years at the time of contract agreement. A bank guarantee issued by a recognized bank in the name of the Baglung Municipality Office for a period of one year or the total amount, and a bank voucher submitted to the Internal Revenue Office regarding VAT and advance income tax, shall be submitted.
