for the contract settlement of natural resource collection fee of sand, soil and gravel from Budikhola for the fiscal year 2082/2083.

Since the contract for the collection of sand, soil and gravel from Budikhola for the fiscal year 2082/2083 has to be arranged, this notice has been published to invite interested businessmen, firms, companies and individuals to collect natural resources not less than the specified minimum number, subject to the conditions set by this rural municipality, by purchasing the bid form issued by this rural municipality as per the details and paying the fee (non-refundable) and submitting sealed bids only through the electronic procurement system (e-GP) within the specified deadline.

3. The bidder himself shall pay the taxes and fees payable in accordance with the prevailing law. The deposit amount will be refunded only after the accepted bidder submits the entire amount due to the office and a tax payment certificate. In the case of others, the deposit amount will be refunded after an agreement is reached.

5. For the fiscal year 2082-2083, the collection date for river sales tax will be from Asoj 01, 2082 to the end of Jestha 2083.

Interested businessmen and firms wishing to purchase bids should submit a copy of the Income Tax Registration Certificate, renewal of firm registration up to FY 2081/082, copy of the tax payment certificate for FY 2080/081 and in the case of individuals, a copy of the Nepali Citizenship Certificate and a copy of the certificate of registration in Income Tax by 12:00 PM on 14/04/2082 only through the electronic procurement system (e-GP) PPMO's website www.bolpatra.gov.np/egp. Bids received within the specified time will be opened on the same day at 1:00 PM in the presence of the bidders or their representatives and representatives of this G.P.A. Even if the bidders or their representatives are not present, there will be no obstacle to opening the bids. If the last day for purchasing, registering and opening the bids falls on a public holiday, the next day on which the office is open will be considered the last day.

For the purchase of the bid form, the original vouchers deposited in the name of Budhiganga Rural Municipality in the Internal Revenue Account No. 0652055501175002 of N. I. C. Asia Bank Limited Pushpalal Chowk Branch Office, Biratnagar as a deposit of 5 percent of the total bid amount (including VAT) in the Deposit Account No. 6981501175524006 of this office, as a deposit, should be scanned in PDF format or a bank guarantee (bid bond) from a commercial bank or financial institution recognized by Nepal Rastra Bank, issued in the name of this office, valid for at least 120 days from the last day of submission of bids, should be scanned in PDF format.

The rate of natural resource collection fee for sand, soil and ballast will be as attached in the bid form.

No discount, waiver, or forgiveness of any kind will be granted after the bid is accepted and the contract is signed.

A 10% discount will be given if the lump sum amount is paid at the time of signing the contract. No discount will be given if the lump sum amount is not paid. When depositing cash in the bank, the amount should be deposited in the Internal Revenue Account No. 0652055501175002 of this rural municipality at N.I.C. Asia Bank Ltd. and 40 percent of the amount should be paid in cash at the time of signing the contract and the remaining 60 percent of the amount should be paid in cash or in cash from a commercial bank or financial institution recognized by Nepal Rastra Bank. The contract can be signed only after the performance bond valid until mid-Ashar 2083 is submitted.

The contract will not be signed unless a performance bond is submitted by depositing only 40 percent of the amount.

The bidder must write the bid in figures and words. In case of any discrepancy between figures and words, the amount mentioned in words will be accepted. The correct stamp must be used where the stamp is placed.

No action will be taken on bids received after the deadline or before the due date.

10. If the fee is charged in excess of the rate determined by the provincial government, action may be taken as per the rules and the contract may even be cancelled.

11. The contractor shall comply with the instructions of this office and the conditions mentioned in the contract while executing the contract. 12.

In the event of any disagreement between the village municipality and the contractor, the decision of the village municipality will be considered final.

13. Heavy equipment will not be allowed to be used for excavation and collection in rivers or streams.

14. While collecting natural resources such as soil and gravel and collecting sales fees, the collection shall be allowed only within 500 meters north, south, east and west of the bridge, without causing damage to natural ghara, coastal ghat, kulesha, highway and public places.

15. If there are any general potholes on the roads used for collecting and excavating river materials, the contractor will have to repair them and the contractor will have to spray water from time to time to control the mud on the unpaved road and no expenses will be claimed for this.

16. This office reserves the right to accept or reject the bid or partially accept it, keeping in mind the interests of this rural municipality. Also, bids with conditions will not be accepted.

18. If any accident occurs during the process of collecting the contract and payment, the bidder himself will be held responsible for it.

19. The contractor himself must get the receipts related to the contract certified by the printing office before using them. If it is found that the receipts have been raised without due diligence, action will be taken as per the rules.

20. Matters not mentioned in this notice shall be governed by the Local Government Operation Act 2074, the Public Procurement Act 2063 (with amendments), the Public Procurement Regulations 2064 (with amendments) and prevailing laws and regulations.
