Since the operation and management of the markets operating within the Butwal Sub-Metropolitan City area as per the schedule is to be done through the private sector by arranging income contracts, this notice of invitation to bid has been published for the information of all concerned, so that firms and companies licensed by the Government of Nepal (whose certificates have been renewed as per the rules) willing to operate and manage the said markets within the prescribed terms, rules and provisions may submit their duly completed bids through electronic means (e-Bidding).

Terms, Conditions and Provisions:-

1) To purchase the bid electronically, the bidder can deposit a bid fee of Rs. 1000/- (one thousand rupees only) (non-refundable) into the internal resources of the Rastriya Banijya Bank Butwal Branch, Butwal Sub-Metropolitan City Office Code No. (801054801) 31201003010002 or can be obtained by transferring the amount to the account from other banks or financial institutions through PPMO's website: http//www.bolpatra.gov.np.

2) Bids must be submitted by the date and time specified in the schedule. Bids will be opened at 1:00 PM on the same day at the office of the B.U.M.N.P.A. Municipality. There will be no obstacle to opening the bids even if the bidder or his representative is not present.

3) The bidder shall submit a bank guarantee (Bid Bond) from a Class A commercial bank or financial institution issued in the name of the Butwal Sub-Metropolitan City Municipality Office with a validity of at least 90 days from the last date of submission of the bid, along with the bid, a deposit amount of 5 percent of the total contract amount (including VAT) agreed upon by the bidder. The original voucher or bank guarantee (Bid Bond) deposited in the office code No. 801054801 Deposit Account No. 31201003000002 at the National Bank Butwal Branch of this office shall be submitted in the name of the Butwal Sub-Metropolitan City Municipality Office.

4) The office of Butwal Sub-Metropolitan City Executive reserves the right to accept or reject the bids with or without assigning any reason.

5) A bank guarantee valid until mid-Bhadar 2084 BS will have to be submitted for the remaining installment amount to be paid after the contract agreement.

6) No market will be allowed outside the area designated by Butwal Sub-Metropolitan City. Also, no space will be provided for any business in the designated areas, such as the places where the forts are located and the roadsides.

7) The bidder will have to make arrangements for electricity, water, toilet facilities and sanitation of the mentioned markets.

8) Detailed details of other terms and conditions including the market rates are given in the bid form. For further information, contact the Property Management/Revenue Branch of the Butwal Sub-Metropolitan City Municipal Executive Office.

9) The bidder himself will have to pay the taxes (Value Added Tax and other taxes) payable to the Government of Nepal as per the prevailing laws and regulations.

10) Other matters will be in accordance with the Local Government Operation Act 2074, the Public Procurement Act 2063, the Public Procurement Regulations 2064, the Regulations on the Settlement of Income Contracts 2076, and the prevailing laws and regulations.
