As per the provisions of Section 11, Sub-section 2 (d) 1, 2 and 13 of the Local Government Operation Act, 2074, Sections 60 and 62, Internal Revenue Collection (Contract Arrangement) Procedure of this Municipality, 2078 and the decision of the Municipal Executive, tax collection contracts have to be arranged based on the rates in the Chandragiri Municipality Finance Act, 2081, as per the legal provisions to collect tax on income contracts as per the schedule, subject to the decision of the Municipal Executive. Therefore, a formal electronic bid has been invited from interested firms or companies by visiting the official portal of the Public Procurement Monitoring Office https://www.bolpatra.gov.np/egp/ in accordance with the terms and conditions mentioned in the notice and the provisions in the bidding document.

According to Schedule 9 and Schedule 10, point (8) 1 of the Finance Act of Chandragiri Municipality, 2081

Conditions:

1. The last date for submission of bids will be 12:00 PM on 09/04/2082 and the bids will be opened at 1:00 PM on the same day in the presence of the representatives of the office and the bidders. There will be no obstacle in opening the bids even if the bidder or his representative is not present at the time of opening the proposal. Also, if the day on which the bid form is opened falls on a public holiday, it will be opened on the next day when the office is open.

2. The contract and agreement period of the bid will be for 3 (three) fiscal years (2082.083, 083.084 and 084.085).

3. The amount bid by the bidder will increase by 10 (ten) percent every year.

4. The bidder shall submit a bid bond of 5 (five) percent of the total contract amount (including VAT) deposited in the name of this office in the deposit account No. 10CA050686752402 of N.I.C. Asia Bank, Kalanki Branch, along with the bid bond, or a bank guarantee (bid bond) issued in the name of this office by a commercial bank of “A” category recognized by the Government of Nepal with a validity of at least 120 days from the last date of submission of bids.

5. The accepted bidder shall pay the first quarter of the contract amount along with the VAT registration certificate at the time of signing the contract. Thereafter, installments shall be paid at intervals of four months and the installment shall be paid by the 10th of the beginning of the quarter. If the amount is not paid within the specified period, interest will also be recovered from the performance security. In such recovery, the contractor shall not be entitled to claim any kind of damages.

6. At the time of the agreement, the bidder must submit a performance guarantee issued by a "A" class commercial bank recognized by the Government of Nepal, equal to the amount of the amount agreed upon, minus the amount paid in the first quarter, and the period of the performance guarantee must be at least 30 days longer than the date of termination of the agreement.

7. Matters other than those mentioned in the notice and bidding documents shall be in accordance with the prevailing law.
