A notice inviting electronic bids has been published for the contract arrangement for the fiscal year 2082/083 in accordance with the Financial Act of Ghorahi Sub-Metropolitan City to collect taxes as specified within the Ghorahi Sub-Metropolitan City area. Eligible and interested organizations/firms/companies are hereby informed to submit their bids through electronic means only within the stipulated time.

Conditions applicable when submitting bids electronically:

1) The bid purchase fee of Rs. 3000 (non-refundable) should be deposited as per the details given below within 12:00 hrs of the 31st day from the date of publication of this notice and the voucher should be scanned and uploaded. This notice can also be downloaded from www.ghorahimun.gov.np.

2) The amount of the security submitted along with the bid shall be 5 percent of the amount promised by the bidder in the form of a cash deposit in Nepal Bank Limited, Ghorahi Sub-Metropolitan City Deposit Account No. 0270300000300000001 or a bid security (bid bond) issued in the name of Ghorahi Sub-Metropolitan City by a bank licensed under the “A” category by Nepal Rastra Bank and valid for 120 days from the last date of submission of bids.

3) Bids registered only through the electronic procurement system (E-Bidding) will be opened on the same day at 2:00 PM at the office of the Ghorahi Sub-Metropolitan City Executive in the presence of the bidder or his representative and the representatives of the office. However, there will be no obstacle to opening the bids even if the bidder or his representative is not present.

4) Self-declaration and necessary documents of the organization/firm/company that is not blacklisted and has not signed five contracts so far, and tax payment certificate of 2080/081 must be uploaded along with the bid. 5)

Entrepreneurs working through a joint venture must submit a joint investment agreement and a maximum of 3 (three) firms can participate jointly in the joint venture. The agreement must specify the details of the work and shares.

7) No action will be taken against bids that are received after the deadline, are not in order, or contain conditions.

8) A bid purchased in the name of one firm cannot be submitted in the name of another firm.

9) Ghorahi Sub-Metropolitan City reserves the right to accept or reject the bid in whole or in part, without assigning any reason, and any bid that does not comply with the above conditions will be automatically rejected.

10) In the case of matters not mentioned in the notice, the Public Procurement Act, 2063 BS, the Public Procurement Regulations, 2064 BS (including amendments) and the Electronic Procurement System Directive, 2080 BS will apply.
