First published notice regarding invitation to bid for excavation, embankment and sale of riverine materials for FY 2082/083

As per the provisions of Section 62A of the Local Government Operation Act, 2074, the contract for the extraction of riverine products from the approved ghats of the rivers mentioned in the details as per the prescribed criteria and sale of the same at the rate prescribed by this rural municipality is to be arranged. Therefore, this notice has been published for the information of all concerned to participate in the bidding process subject to the conditions as per the details.

Conditions:

1. In the case of a firm, a renewed registration certificate, a copy of the value added tax registration certificate of the year 2080.081, and in the case of an individual, a certified copy of the Nepali citizenship certificate, a voucher for the bid form fee paid in cash to this office or a voucher for depositing cash in the account number 3570401000006 of this office at Global IME Bank Ltd. ISMA Branch, and an application can be submitted to purchase the bid form from the office within the office hours of the next day from the date of publication of this notice. If the last day for submission of bids falls on a public holiday, the said work will be done on the next office opening day.

2. While filling the bid form, the bid amount should be clearly mentioned in words and figures. In case of difference in figures and letters, the letters will be accepted. The deposit amount at the rate of 5 percent of the bid amount should be deposited in this office's Global IME Bank Ltd. ISMA Branch Account No. 3570401000004 and the original bank voucher or a bid bond issued by a licensed bank in the name of this office with the bid number and name should be submitted within 45 days along with the sealed envelope.

3. The bidder shall fill in all the details mentioned in the purchased bid forms, seal each page correctly, clearly state the name and address of the firm, details of the work, name, address, mobile number of the bidder, and clearly state the firm's seal on the outside of the envelope, and register the hard copy at this office by 12:00 PM on 2082.06.05, the date of first publication of the notice.

4. Bids purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization. Bid documents submitted in a timely manner will be opened at this office after 12:00 PM on the last day for submission of bid documents in the presence of representatives of various offices, construction professionals or their representatives. Also, if the bidder or his representative is not present at the time of bid opening, there will be no impediment to the bid opening. If the said day falls on a holiday, the work will be done on the next day when the office is open.

5. The pre-bid meeting will be held at the rural municipality office on the 10th day from the date of publication of this notice at 12 noon. Interested parties can attend the meeting and get detailed information in this regard. If that day falls on a holiday, the meeting will be held on the next day at the same time.

6. Detailed information regarding the bid is mentioned in the bid form and can be obtained from the same booklet or by contacting this office. This office will not be bound to accept bids submitted after the deadline, without the required formalities or with conditions. This office reserves the right to accept or reject the bids.

7. If the bid is accepted, the first installment of 25 percent of the bid amount must be paid within 15 days from the date of receipt of the notice. The second installment of 75 percent must be paid by submitting a bank guarantee (performance bond) issued in the name of this office with a validity of up to 13 months from a bank licensed by Nepal Rastra Bank. In addition, the person or firm bidding for the bid must pay an additional 13 percent VAT to this office as per the rules on the amount to be paid as service fee. As per the rules, the bidder will have to pay income tax and other taxes separately to the Government of Nepal.

8. If the lease is not collected within the specified time, the deposit amount will be confiscated and the bid will be settled as per the rules. The excavation area and excavation volume of the rivers of this rural municipality will be in accordance with the Local Government Operation Act, 2074, laws issued by the relevant local level, provincial laws and other prevailing laws or standards. In addition, the environmental study report prepared by this office will be considered an integral part of this bid agreement.
