Purchase of medicines and surgical supplies for basic and emergency health services
In the financial year 2082/083, various basic and essential medicines and surgical supplies required for this office are to be purchased through electronic bidding. Therefore, formal bids are invited from interested individuals, firms and companies licensed for the related work, subject to the following conditions.
1. Firms or companies interested in registering their bids can download the bid form from PPMOS e-GP system and register it online by 12:00 PM on 2082.06.07. Bids registered online will be opened at 2:00 PM on 2082.06.07 at Lumbini Cultural Municipality, Municipal Executive Office along with certified copies of their company/firm's license certificate renewed in the current fiscal year 2082/083, income tax registration certificate, tax payment certificate of fiscal year 2081/082, and bank voucher for depositing Rs. 3,000.00 in cash in the Internal Revenue Account No. C 11,0414901146110079.
2. The bidder shall deposit the specified deposit amount in cash in the name of Lumbini Cultural Municipality, Municipal Executive Office, Agricultural Development Bank, Lumbini Branch, Deposit Account No. 0414901145733013, G-3, in the name of Lumbini Cultural Municipality, Municipal Executive Office, Lumbini, or a bank guarantee (bid bond) of the same amount issued by a recognized commercial bank with a validity of one hundred and twenty days in the name of this office, along with the bid.
3. If the last day of bid opening falls on a public holiday, the work will be done on the next following day when the office is open at the same time.
4. No action will be taken on bids that are not completed in accordance with the prevailing rules, have exceeded the deadline, and have conditions attached.
5. This office shall have the sole right to accept or reject the registered bids.
6. If it is found that bids have been submitted in collusion, such bids will not be accepted.
7. The bid shall be clearly written in both numbers and words, item wise. In case of any discrepancy between numbers and words, the words written shall prevail. The VAT of medicines and surgical supplies subject to VAT shall also be disclosed and quoted.
8. Only medicines manufactured by companies that have obtained WHO/GMP Certificate should be provided along with the bid and a copy of the manufacturing license obtained from the Department of Drug Management should be submitted. In case of foreign medicines, a certified copy of the Good Manufacturing Practices document from the World Health Organization should be submitted.
9. According to Rule 40 (e) of the Public Procurement Regulations 2064, the bidder must submit a written declaration along with the bid stating that he is not disqualified from participating in the procurement process, that he has no vested interest in the proposed procurement process, and that he has not been convicted of any offense related to the relevant profession or business.
10. A letter of approval must be obtained from the manufacturer or authorized distributor to supply the medicine. A certified copy of the authorization letter of such distributor must also be submitted.
11. The outside of each packaging of the medicine supplied must state the production date, expiration date, batch number, and the fact that it is for free distribution by the Government of Nepal.
12. In the case of foreign medicines, a certified copy of the import recommendation letter from the Department of Medicines Management must be submitted.
13. When providing medicine, the medicine must have an expiration date of at least 18 months or more than 75 percent of its expiration date remaining.
14. Matters not mentioned in this notice shall be governed by the Public Procurement Act 2063 BS and the Public Procurement Regulations 2064 BS, as amended, and in accordance with the prevailing laws and regulations.
15. The bids will be evaluated on a lump sum basis without item-wise evaluation.
