Notice inviting bids for collection of taxes and fees on riverine materials including stones, gravel, sand for the fiscal year 2082/83

As per the provisions of Sub-section (2) of Section 11 of the Local Government Operation Act, 2074 (d) (6) and Sub-section (1) of Section 64 of the same Act, it is necessary to arrange contracts related to internal revenue for the fiscal year 2082/83 for the collection of taxes, duties and fees, including stones, gravel, sand, etc. for internal consumption within the area of ​​Sisne Rural Municipality and export to other local levels, subject to the details and conditions as specified in the details, this notice has been published to purchase and submit the bids issued by this office from the firms, companies or individuals interested in taking the contract, not less than the minimum number specified, for the collection of taxes, duties and fees at the prescribed rates.

Conditions:

1) In case of a firm, a renewed registration certificate, a VAT registration certificate, a certified copy of the tax payment certificate of FY 080/81/expiry date and in case of an individual, a copy of the Nepali citizenship certificate, a cash receipt paid in cash to this office for the bid form fee or the original voucher deposited in the name of this office in the Inland Revenue Account No. 18903000001001000001 for purchasing the bid form, along with the application, can be purchased through the e-GP Online System (www.bolpatra.gov.np) by 12:00 PM on 2082/06/30.

2) The bidder must fill in all the details mentioned in the purchased bid forms, sign each page, clearly state the name of the firm, address, work details, name of the proprietor, phone number, affix the firm's seal, and register the bid through the e-GP Online System (www.bolpatra.gov.np) by 12:00 PM on 30/06/2082, the last date for submission of bids.

3) Along with the bid form, an amount equal to 5 (five) percent of the total bid score (including M.A.) as a performance security shall be submitted as a bank guarantee in the name of this office in the deposit account No. 1890300000300000001 of Nepal Bank Limited, Rukumkot branch or a bank guarantee issued by a bank or financial institution licensed by the Government of Nepal with a validity of at least 120 days.

4) A bid purchased in the name of one firm or organization cannot be submitted in the name of another firm or organization.

5) The duly submitted bids will be opened in the presence of the bidder or his representative on the last date of bid submission, 2082/06/30 at 1:00 PM. If the bidder himself or his representative is not present at the time of bid opening, there will be no impediment to the bid opening.

6) The tax collection period for the fiscal year 2082/83 will be from the date mentioned in the agreement to the middle of the month of Jestha 2083.

7) The bidder must fully comply with the prevailing laws of the Government of Nepal, laws, Lumbini laws, and laws of the provincial government and local laws issued by Sisne Rural Municipality.

8) The total bid amount will be fixed in 2 installments. The first installment, 50% of the total bid amount, must be paid before the agreement is signed and the remaining amount for the last installment must be paid by the end of the month of Push 2082. If the lump sum amount of the total bid amount is paid in advance at the time of the agreement, a discount of up to 10% excluding value added tax on the bid amount may be given, based on justification. The bidder will have to bear all taxes payable as per the prevailing rules and regulations.

9) No further discounts, waivers or exemptions will be granted after the bid is accepted and the contract is signed.

10) If the lease is not collected within the specified time, the deposit will be confiscated and the contract will be settled as per the rules.

11) The Local Government Operation Act 2074, laws issued by this rural municipality, federal and provincial laws or standards regarding the extraction and collection of riverine materials will be in accordance with the law. In addition, the Initial Environmental Examination (IEE) report prepared by this rural municipality will be considered an integral part of the bid agreement.

12) In addition to the terms and conditions mentioned in this notice, the terms and conditions mentioned in the agreement and other matters shall be in accordance with the prevailing law.
