Under Section 19(4) of the Alternative Development Finance Mobilization Act, 2083, applications are invited from the interested persons who meet the following qualifications. The purpose is to recommend three candidate to the Government of Nepal for appointment to the position of the Chief Executive Officer of the Alternative Development Finance Fund, in accordance with the "Procedure for Selecting Candidates to Recommend for Appointment to the post of the Chief Executive Officer of the Alternative Development Finance Fund, 2083(2026)".
Position: Chief Executive Officer (CEO)
(A) Qualifications and experience for the post of CEO
- A Nepali citizen, or a foreign citizen, or a person who has obtained permanent residency in a foreign country.
- Has completed thirty-five years of age and has not exceeded sixty-five years.
- Has passed at least a master's level from a recognized educational institution in financial analysis, economics, management or commerce, public development administration, commercial law, or engineering.
- Has at least ten years of managerial experience in infrastructure, project formulation and development, public-private partnership, investment promotion, development administration, banking, the financial sector, industrial management, or an international financial sector or institution.
- Has no personal interest in the Fund.
- Maintains high moral character.
- Is not disqualified under Section 6 of the Procedure.
(B) Documents to be submitted with the application
1. Candidates must submit the self-certified documents including following details, along with the application
- The application details in the form specified in Annex-1 of the Procedure
- Proof of at least a master's degree from a recognized institution in finance analysis, economics, management or commerce, public development administration, commercial law, or engineering;
- Proof of at least ten years of managerial experience in infrastructure, project construction and development, public-private partnership, investment promotion, development administration, banking, the financial sector, industrial management, or an international financial sector or institution;
- Proof of experience in alternative finance mobilization or project analysis, if held;
- Proof showing that, by the last date for application, the candidate has completed thirty-five years and has not exceeded sixty-five;
- Two recently taken passport-size photographs;
- A self-declaration in the form specified in Annex-2 of the Procedure.
2. A business strategy and action plan, prepared on the following points
- Analysis of the state of investment and infrastructure investment in Nepal;
- The perspective on alternative development finance and the international landscape; (c) Analysis of the Alternative Development Finance Mobilization Act, 2083 including strength and majors for addressing the its strengths, challenges, and ideas for managing the same
- The strategic direction of the Alternative Development Finance Fund;
- A four-year business action plan of the Fund;
- Institutional good governance and organizational capacity development;
- The stages for the implementation of the action plan, potential problems, that may arise during the implementation and proposed measures for addressing such challenges.
3. The business strategy and action plan must be typed on A4 paper in Nepali or English, not exceeding 5,000 words, with a cover page as per Schedule-3 of the Procedure. Three copies must be submitted.
4. Sealing
- The candidate must sign every page of any one of the three copies and seal it in a separate envelope.
- The other two copies must not carry the candidate's name, signature, or any identifying mark on any page. They must be placed together in another envelope and sealed.
- Both sealed envelopes must then be placed inside a larger envelope and sealed again. 5. Presentation: A presentation of the business strategy and action plan (hard copy and soft copy) must also be submitted in a separate sealed envelope.
(C) Last date for submission
Within office hours on the fourteenth day after the date of publication of this notice (i.e., by 2026/10/15). If the last day is a public holiday, applications may be submitted within office hours on the next working day.
(D) Place of submission
