The basic structure of the Federal Democratic Republic of Nepal is three-tiered with federal, state and local levels. There is a constitutional provision for the use of state power at the federal, state and local levels. According to the constitution, the single rights of the Union are contained in Schedule 5 and Common Rights in Schedule 7 and 9, the single rights of the states in Schedule 6 and Common Rights in Schedule 7 and 9 and the local level single rights in Schedule 8 and Common Rights in Schedule 9. Article 58 provides the Union with the right to exercise residual rights in a matter which is not mentioned in the list or shared list of rights of the Union, State and local level or not specified in this Constitution to be exercised by any level. After the completion of the elections at the federal, state and local levels, seven ministries have been established in Karnali as per the decision of the Government of Nepal dated January 24, 2018 AD. The Ministry of Internal Affairs and Law is also one of the seven ministries. The former Urban Development and Building Division Office was established in the building of Surkhet on February 2, 2018 and is in operation. It has been established with the main objective of formulating policies, laws, norms and plans related to peace, security and law and order in the state and implementing, regulating, collecting information, evaluating and reporting and coordinating and cooperating with organizations.
